Quick Summary

The Department of the Navy, Military Sealift Command (MSC), is soliciting proposals for an Unrestricted Firm-Fixed-Price Dry Cargo Time Charter for approximately 35 days. This opportunity seeks a self-sustaining LO/LO vessel to transport military cargo from Pohang, Republic of Korea, to San Diego, CA, USA. Proposals are due June 17, 2026, at 10:00 AM ET.

Scope of Work

The requirement is for one U.S. or foreign flag vessel capable of carrying a minimum of 105,000 square feet of military cargo (tracked, wheeled vehicles, and breakbulk). Key vessel specifications include a minimum laden speed of 15 knots and the ability to meet laydays commencing/cancelling August 4, 2026. The vessel must be fully bunkered, self-sustaining, and equipped with supercargo, lashing gear, and a spreader bar. Offerors must provide a detailed stow plan, the most recent Certificate of Inspection (COI), and details of any outstanding deficiencies. Compliance with labor standards, as outlined in the attached Wage Determination (Revision No. 26, dated 6/3/2026), is mandatory, covering minimum wage rates and fringe benefits for deep sea vessel services. Requirements for armed contractor security teams are also detailed.

Minimum submission requirements include the solicitation number, offeror's name and contact information, UEI, ship name, price, and a signature. Large business offerors must submit a Small Business Subcontracting Plan.

Proposals will be evaluated based on technical capability and price, with award made to the responsible offeror whose technically acceptable proposal represents the lowest price. Technical evaluation will focus on vessel capabilities. Price evaluation will consider charter hire rates, fuel prices (using DLA-E standard prices, e.g., $1,500.83/metric ton for MGO in FY2025), and other elements. Evaluation factors also include VISA priority and domestic shipyard usage.
