Evaluation Factors
Award will be made to the responsible offeror whose quote represents the best value to the Government, considering price and non-price factors. The non-price factor, Period of Performance / Installation and Training Timeframe, is significantly more important than price.
- Factor 1 – Technical Acceptability: Quotes must demonstrate the ability to perform all removal, installation, configuration, and training requirements. Unacceptable quotes will not be considered. Offerors must provide a technical document (max 5 pages) outlining prior VTC installation experience and a detailed project timeline.
- Factor 2 – Period of Performance / Installation and Training Timeframe: Among technically acceptable quotes, the fastest feasible installation and training completion timeframe will receive the greatest consideration. This is the most important factor.
