Purpose & Scope
This opportunity requires a Design-Build contractor to furnish all labor, materials, tools, equipment, expertise, administration, transportation, and supervision necessary to replace all underground steam and condensate distribution lines to and from Buildings 10, 1, 3, 4, and 21 on the Fayetteville campus. The existing, operational steam distribution system must remain functional throughout construction. The project also includes the demolition of all abandoned steam and condensate distribution lines, associated fittings, structures, and unneeded equipment, as well as the modification or replacement of underground structures as necessary.
Key Requirements
- Design-Build Services: Provide all Architect and Engineering (DB AE) services, materials, supplies, equipment, investigations, project supervision, and construction period services.
- Design Standards: Design must meet VA Design Guides, Design Criteria, VA Master Specifications (from www.cfm.va.gov/TIL), VA physical security design guide requirements, and all current applicable codes (e.g., IBC, NFPA, OSHA).
- Construction: Furnish all necessary resources for complete construction, including site development (sidewalks, pathways, curb cuts, ramps, asphalt, landscaping) and site utilities (relocation/temporary connections for steam/condensate, sewer, electrical, communication, storm water, and water).
- Utility Management: Coordinate all utility shutdowns with the COR, performing them outside regular business hours or on weekends at no additional cost.
- Phasing: Implement a phased plan to maintain existing system functionality and two-directional campus traffic flow.
- Commissioning: Provide and cover fees for third-party commissioning of the new system.
- Quality Control: Develop and execute a rigorous QA/QC plan for the design process.
