Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Design Build services to replace all underground steam and condensate distribution lines at the Veterans' Health Care System of the Ozarks (VHSO) in Fayetteville, Arkansas. The project aims to replace these lines to and from Buildings 10, 1, 3, 4, and 21, while ensuring the existing operational steam distribution system remains functional during construction. It also includes the demolition of abandoned lines and associated structures.

• Design-Build Services: The contractor will provide all Design-Build Architect and Engineering (DB AE) services, including design, materials, supplies, equipment, investigations, project supervision, and construction period services. Design must adhere to VA Design Guides, Design Criteria, VA Master Specifications, and relevant codes (IBC, NFPA, OSHA).

• Construction: The contractor will furnish all labor, materials, supervision, and administration for the complete construction.

• Site Development: Includes new sidewalks, pathways, curb cuts, temporary ramps, asphalt, sidewalks, and landscaping to maintain campus access.

• Site Utilities: Relocation and/or temporary connections for steam/condensate lines, sewer, electrical, communication, storm water, and water utilities. All utility shutdowns must be coordinated with the COR and performed outside regular business hours or on weekends at no additional cost to the government.

• Demolition: Removal of abandoned steam and condensate distribution lines and associated fittings/structures.

• Utility Connections: Provision of all required utility connections and payment of associated fees.

• Phasing: A phased plan for replacing steam and condensate distribution lines, maintaining functionality of existing systems, and allowing two-directional traffic flow on campus.

• Commissioning: The contractor shall provide third-party commissioning of the new steam and condensate distribution system and cover all associated fees.

• Quality Assurance/Quality Control (QA/QC): The contractor must develop and execute a rigorous QA/QC plan for the design process.

• Site Visits: The contractor must coordinate site visits with the Contracting Officer (CO) and take safety precautions, notifying the COR of any hazardous material discoveries.

• Location: Fayetteville VA Campus, 1100 College Ave, Fayetteville, AR 72703.

• Construction Hours: Normal hours are 7:00 AM to 5:00 PM. After-hours work must not exceed 20% of total man-hours. Work creating excessive noise or impacting operations must be done on weekends or outside normal hours at no additional cost.

• Safety: Hot Work and Confined Space Entry Permits are required.

• Security: Contractors must not access VA personnel or patient information (PHI/PII) or VA sensitive information. IT devices cannot connect to the VA internal network.

• Record Management: Compliance with Federal laws, regulations, and NARA policies for managing Federal records is required.

• Subcontractors: Requirements must be flowed down to subcontractors.

Solicitation / RFP / RFQ

This is a presolicitation notice for a Design-Build construction contract to replace underground steam and condensate distribution lines at the Veterans' Health Care System of the Ozarks (VHSO) in Fayetteville, AR. The project number is 564-26-103.

• Replace all underground steam and condensate distribution lines to and from Buildings 10, 1, 3, 4, and 21.

• Demolish abandoned steam and condensate distribution lines, associated fittings, and unneeded equipment.

• Modify or replace underground structures as necessary.
