This document provides clarifications and answers to vendor questions regarding the security services solicitation for Sacramento Valley National Cemetery.

• Staffing Requirements: The government requires one onsite guard for 16 hours daily (12:00 PM - 4:00 AM). A supervisor is required during business hours (8:00 AM - 4:30 PM) as a point of contact for issues, but this supervisor is not required to be onsite or on duty during the guard's hours. The supervisor must have experience managing at least five personnel.
• Gate Operation: The main entrance gate is automated and opens at dawn (approx. 6:00-7:00 AM) and closes at dusk. Constant guarding of the main gate is not required.
• Vehicle Access: The contractor may leave one patrol vehicle onsite during off-hours in an assigned parking space, but the government is not liable for damage, theft, or vandalism.
• Facility Access: Contractors will have access to public restrooms but not to breakrooms or restrooms within the administration/maintenance buildings.
• Reporting: Daily activity reports are required and a drop-off box will be provided. A log template is available in Attachment 7/Technical Exhibit 7.
• Maintenance Reporting: While not a contractual obligation, guards are encouraged to report observed maintenance issues impacting cemetery appearance or dignity to the COR.
• Training: Additional training such as CPR/First-Aid, MOAB, and Active Shooter is valued, especially given the need for guards to provide security during funeral services and potential public interactions.
• Holiday Coverage: For Wreaths Across America and Memorial Day ceremonies, security coverage is required from 8:00 AM to 12:00 PM, in addition to the normal 12:00 PM - 4:00 AM shift on specified event days.
• Breaks: Contractors must plan and price mandatory meal and rest breaks into their bids to ensure continuous coverage.
• Labor Category: Guard I is considered sufficient for security patrol personnel, though vendors have discretion. Historically, Guard I has been used.
• Patrol Tracking: A barcode scanning system is required for patrol monitoring and incident reporting. Real-time transmission is not required; end-of-shift submission is acceptable.
• Certifications: Current First Aid and CPR certifications are required. Contractors must include all training and recertification costs in their proposals.
• Weather Protection: No guard booth or weather protection is available at the main gate. Contractors are not responsible for furnishing or installing any structures.
• Proposal Submission: The entire solicitation document, including Form 1449 and VAAR 852.219-75, must be returned. Pricing should be completed in the Price Schedule section, not on Form 1449 blocks 23 or 24.

These clarifications refine staffing, operational duties, reporting, and submission requirements. Bidders should ensure their proposals accurately reflect these details, particularly regarding supervisor presence, holiday coverage, and break planning.
