Sources Sought Notice

This notice is issued by the Department of the Interior, Bureau of Reclamation, to determine potential sources for two new (2026 or newer) track-mounted hydraulic masticators. The government is seeking vendors with the expertise, capability, and experience to provide these machines to the Socorro Field Division in Socorro, New Mexico. The purpose is to improve working conditions and replace aging equipment used for inherently governmental work missions.

• Two (2) FAE PT550 Tracked carrier or equal masticators.

• Minimum operating weight of 45,000 pounds per unit.

• Multitask mulcher head with a minimum working width of 100 inches.

• Capability to shred trees up to 18 inches in diameter.

• Capability to till soil up to 16 inches deep.

• One (1) complete set of replacement multitask mulcher teeth per unit.

• Operator training included.

• Service shop, maintenance shop, and parts available within 150 miles of Socorro, NM.

• Engine: Minimum 500 hp, U.S. EPA Tier 4 standards, 6-cylinder diesel, 12+ liter displacement, heavy-duty air filtration.

• Dimensions: Minimum 121-inch overall track width, maximum 350-inch transport length.

• Cooling System: Automatic fan speed adjustment, reversible fan, rear access fan door.

• Power Train: Hydrostatic transmission, oscillating undercarriage, minimum 36-inch wide tracks for limited ground pressure.

• Hydraulic System: Minimum 150-gallon reservoir capacity, 5000+ psi system pressure, hydraulic cooler for high ambient temperatures.

• Electrical: 24-volt system, 130-amp alternator, 10-amp converter, 110/120-volt block heater, various warning lights, backup lights/alarm, LED lights, master shut-off switch.

• Cab Requirements: AM/FM radio with Bluetooth, touch screen LCD, sun visor, tinted windows, air ride seat, climate control (AC/heated), cabin dust filtration.

• Additional Capabilities: Mulch, grind, till soil; 13-t traction winch; front cabin grille.

• Service and Maintenance: Provide two (2) user manuals, two (2) parts manuals, and two (2) service manuals (hard copy and electronic). Furnish diagnostic tools, software, and equipment for government mechanics.

• A Firm Fixed-Price contract is contemplated.

• Anticipated solicitation release date: July 24, 2026.

• Anticipated period of performance: 180 days after contract award.

• This is a Sources Sought Notice, not a solicitation. No proposals are requested at this time.

• Interested vendors should respond with their capabilities statement, small business socioeconomic certification(s), Unique Entity ID, and primary point of contact.

• Responses must be submitted via email to Valerie Jiron (Valerie_jiron@ios.doi.gov) by June 23, 2026, at 4 PM MDT.

• The government will use responses to determine potential acquisition decisions, including whether to set aside the acquisition.

• Period of Performance: Starts upon notification of award, no later than 180 days from contract award date. Potential for extension if discussed during solicitation.

• Submittals: Must be in English, 508 compliant, labeled with contract number and title. Includes Project Schedule (S1), Product Data & Service Confirmation (S2), Manuals (S3), and Warranty Info (S4).

• Review Time: Government requires a minimum of 14 days for submittal review.

• Delivery: Machines must be delivered fully fueled, serviced, calibrated, and ready for operation to Bureau of Reclamation, Socorro Field Division, Socorro, NM 87801. Delivery during normal business hours (Mon-Thu 7:00 am - 5:30 pm; Fridays with 24hr notice).

• Orientation: Vendor shall perform on-site operator orientation.
