Full Mission Profile(FMP) Training Course for the 38th Rescue Squadron from Moody AFB 31699

This is a Sources Sought synopsis for informational and planning purposes only. It is not a request for proposal (RFP) or a solicitation for offers. No award will result in this post.

Moody AFB is conducting market research to identify potential sources with the capability to provide all personnel, equipment, supplies, facilities, transportation during training, tools, materials, supervision, and other items and non-personal services necessary to conduct a Full Mission Profile (FMP) Capabilities Training as defined in the following summary of requirements. The 38 RQS requires a comprehensive pre-deployment training to be held. This training is designed to validate the team's readiness and capability to conduct personnel recovery and combat search & rescue operations. 

The Government is seeking information from businesses that can demonstrate their capability to provide the following:

1. REQUIREMENT

a. Training Design and Management:

  • Develop and script eight (8) full mission profile scenarios based on open-source, regionalized intelligence, in consultation with the 38 RQS White Cell.
  • Provide a lead planner (Chief Liaison Officer), exercise controllers, and inter-agency subject matter experts (SMEs).
  • Create and manage a Master Scenario Event List (MSEL) and a live Air Tasking Order (ATO) with datalink integration.
  • Deliver a comprehensive After-Action Report (AAR) 

b. Personnel and Instructors:

  • Key Leadership:
    • Operations Director: Former or current PJ AFSPECWAR Evaluator and former 7-level Mountain Leader.
    • Lead Rescue Advisor: Former PJ AFSPECWAR Evaluator and 7-level Mountain Leader with SOF combat medical/rescue experience.
    • Additional Rescue Advisors (3): Current or former 5-level PJs with operational experience and Mountain Leader qualifications.
  • Airspace and Ground Control:
    • Airspace & Aviation Coordinator: Current or former JTAC evaluator to manage all exercise aircraft and airspace.
    • JTAC Supporter: Current or former JTAC evaluator to control all exercise landing zones.
  • Opposing/Support Forces

c. Training Scenarios and Locations:

  • Provide all necessary land use permits, training agreements, and insurance for locations that can support required trainings
  • Provide and set up props

d. Logistical and Equipment Support:

  • Medical Logistics
  • Live Tissue Training
  • Vehicles and Props
  • Contractor Provided Items

2. CAPABILITY SUBMISSION INSTRUCTIONS

Interested parties who believe they have the capability to provide these services are invited to submit a capabilities statement. The statement shall not exceed 10 pages and must include:

  • Company Information: Company Name, Address, Point of Contact (Name, Phone, Email), CAGE Code, and Unique Entity ID (UEI).
  • Business Size: Please identify your business size (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, etc.).
  • Capability Narrative: A description of your company's ability to meet the requirements listed in Section 1 of this post. Please address each sub-point.
