This is a Request for Quote (RFQ) for the replacement of two electric trolley hoists for the Bureau of Reclamation's WY Area Office. One hoist must be rated at or above 3 tons, and the other at or above 4 tons. These hoists will be installed outdoors near a freshwater environment and may be occasionally submerged in water. The hoists must conform to ASME B30.16 standards.

• One (1) new, not refurbished 3-ton trolley hoist (Harrington NER2P030C or equivalent).

• One (1) new, not refurbished 4-ton trolley hoist (Harrington NER2P050L or equivalent).

• Specific lift height, power supply, lifting speed, mount type, chain container, and pendant requirements are detailed for each hoist.

• Hoists must be UL Listed.

• Must conform to ASME B30.16 – Overhead Underhung and Stationary Hoists.

• Contract Type: Firm-Fixed Price.

• Delivery Date: On or before 08/31/2026.

• Delivery Location: Bureau of Reclamation, Wyoming Area Office (WYAO) Warehouse, 205 Chamberlain Road, Mills, WY 82644.

• FOB: Destination.

• Quotations must be valid for a minimum of 90 days.

• Specification sheets, drawings, or descriptions documenting required characteristics must be provided with the quotation; failure to do so will result in a non-responsive quotation.

• Evaluation Factors: Technical Plan (equal importance to Past Performance), Past Performance (acceptable/unacceptable), and Price (reasonableness and unbalanced pricing).

• Technical Plan and Past Performance combined are significantly more important than Price.

• All line items in the price schedule must be quoted.

• 4-Ton Hoist: Requires a Harrington NER2P050L or equivalent with similar specifications but a 4-ton rating, 28 ft lift, 460V-3ph-60Hz power supply, 10 fpm minimum lifting speed, push trolley with perpendicular lug mount and a specific flange range, standard bottom hook, SC2H062 steel chain container, and 2 falls of chain. UL listed.

• Delivery Location: Bureau of Reclamation, Wyoming Area Office (WYAO) Warehouse, 205 Chamberlain Road Mills, WY 82644.

• Delivery Terms: FOB Destination.

• Anticipated Delivery Date: On or before 08/31/2026.

• RFQ Posting: Anticipated on or about April 27, 2026, via SAM.gov.

• Submission: Contractors must monitor SAM.gov for the RFQ release and amendments. Hard copies will not be issued. Quotations are not requested at this pre-solicitation stage.

• Evaluation: Anticipated to be a simplified acquisition set aside for Total Small Business with tradeoff evaluation criteria.
