Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for the procurement of various uniform and apparel items. The government intends to award a Firm-Fixed Price (FFP) contract. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued.

The RFQ includes a list of specific items to be purchased, including:

• Crye Uniform G4 FR Tops and Pants
• Ballistic Eyewear
• A2CU Flight Suit Coat
• Air Crew Combat Trousers
• Double Mag Pouch (9mm)
• APECS Parka
• Cold Weather Mechanic's Glove
• Watch Cap
• Cold Weather Socks
• Flame-Resistant (FR) Flight Suit

Bidders must provide pictures and descriptive literature of the items being purchased, with sufficient detail to demonstrate that the items meet the salient characteristics outlined in Attachment 1.

• Contract Type: Firm-Fixed Price (FFP)

• Delivery: Items shall be delivered within 30 days ADC (After Contract Award). This delivery date is listed as Mandatory.

• Payment Terms: NET 30, unless otherwise specified in discount terms.

• Shipping Terms: FOB Destination.

• Submission Method: Quotes must be submitted via email.

• Required Documents: Completed and signed Page 2 of the RFQ (or contractor equivalent) including item details, pictures, and descriptive literature. Offerors are not required to use the provided Page 2 but must include all its information in their offer.

• Deadline for Questions: 17 June 2026, 5:00 p.m. (CDT).

• Deadline for Offers: 24 June 2026, 4:00 p.m. (CDT).

• Evaluation Criteria: Offers will be evaluated based on best value to the Government, considering technical acceptability, time, and price. Offerors must provide sufficient descriptive data to demonstrate capabilities to perform key steps within the attached Statement of Work.

• Type of Set-Aside: Total Small Business.

• SB Size Standard: 600 employees.

• The Government reserves the right to cancel this solicitation at any time.

• The government will not reimburse offerors for any costs incurred in the preparation of a response if the solicitation is canceled.

• Attachments include: Attachment 1 - Salient Characteristics, and Attachment 2 – Clause and Provisions.

• Item 0007: APECS Parka - Must meet APECS specifications, be waterproof, windproof, breathable, OCP color, and include specific features like a stowable hood and zippered vents.
• Item 0008: Cold Weather Mechanic's Glove - Must be windproof, water-resistant, insulated, Coyote Brown, and have a reinforced palm and adjustable wrist closure.
• Item 0009: Watch Cap - Must be lightweight, high-performance microfleece, Coyote Brown, low-profile, and feature flat-locked seams.
• Item 0010: Cold Weather Wool Socks - Must be a wool blend (min 60% Merino), Coyote Brown, boot-height, cushioned, and have flat-toe seams.
