• Contract award will be made to the lowest priced, responsive quote from a responsible offeror.

• This acquisition is unrestricted.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management, Equal Opportunity, Service Contract Labor Standards, and others.

• DFARS clauses are also incorporated by reference.

• The Performance Work Statement (PWS) and a Wage Determination are attached and incorporated by reference.

• Offerors must complete blocks 17a, 17b, 30a, 30b, and 30c on SF Form 1449 and provide Unit Price and Net Amount for all CLINs.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for meals, lodging, and facility usage for the Junior Cadet Leadership Challenge (JCLC) Missouri-26 event.

• Provide meals, lodging, and facility usage for 400 cadets and 70 cadre from May 27 to May 31, 2026.

• Furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision for meal preparation, serving, and cleanup.

• Provide lodging with separate facilities for male and female cadets and cadre.

• Ensure dining facility can seat 470 individuals and is maintained in a clean and working condition.

• Provide various training facilities including an obstacle course, rappel tower, land navigation course, swimming pool, leadership reaction course, wooded area for survival training, lake for raft building, indoor briefing area, and a parade field.

• Provide transportation via bus and Utility Terrain Vehicles (UTVs).

• Meals must be nutritionally balanced and follow USDA dietary guidelines.

• Serving areas must be ready 30 minutes prior to each meal, with food ready no later than 15 minutes prior to scheduled mealtimes.

• Minimum of two serving lines for each meal.

• Dining facility to be rated no less than 95% free of dirt and grime.

• Water containers to be filled with ice and water daily.

• Portable toilets and hand washing stations to be provided at remote training sites.

• Period: May 27, 2026 to May 31, 2026.

• Place of Performance: Within 100 miles of Missouri Military Academy, 204 N Grand St. Mexico, MO, 65265.

• Contractor personnel must meet health and safety regulations.

• Contractor personnel must identify themselves as such to avoid misrepresentation.

• Contractor shall not cite contract information in marketing materials.

• Government will provide medical support staff, training facilitators, and lifeguards.
