Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a full meal support system for cadets and cadre participating in the Army Junior Cadet Leadership Challenge (JCLC) Rushmore.

• Provide meal preparation, serving, and clean-up services for 54 cadets and 6 cadre.

• Services to be provided from May 26 - May 30, 2026, at Camp Rapid, Rapid City, South Dakota.

• Contractor to furnish all personnel, equipment, supplies, transportation, tools, materials, and supervision.

• Set up and maintain two (2) serving lines for breakfast and dinner.

• Provide chafing dishes for hot food and refrigerated containers for cold items.

• Responsible for trash removal to on-site dumpsters.

• Contractor personnel must meet health and food handling standards and wear appropriate attire.

• Meals to be ready 15 minutes prior to serving time and kept hot until served.

• Set up and feeding to start at scheduled times.

• Set up all equipment 30 minutes prior to serving time.

• Ensure facility is clean and sanitized after meals.

• Performance will be evaluated based on a Quality Assurance Surveillance Plan.

• Period of Performance: Meal service from May 26 - May 30, 2026. A resource working group meeting is scheduled for May 16, 2026.

• Place of Performance: Dining facility inside barracks building 801 at Camp Rapid, Rapid City, SD 57702. Food will be transported to this location.

• Contract type: Firm fixed price.

• Contractor personnel are not required to have security clearances, but must have valid government-issued identification for post access.

• Contractor must comply with safety regulations (OSHA) and food service requirements.

• A menu will be coordinated with the Government POC and finalized by May 16, 2025.

• Vegetarian meal accommodations for approximately 3-5 people per meal are required.

• Bagged meals must be individually packaged for portability.

Solicitation / RFP / RFQ

This solicitation (W9124D26QA057) is for meal services in support of the 3BDE JCLC Rushmore event, scheduled from May 26-30, 2026. The acquisition is unrestricted.

• Provision of breakfast, lunch, and dinner meals for cadets and cadre.

• Specific quantities are detailed for each meal type and group (cadets/cadre).

• Services are to be provided in accordance with the attached Performance Work Statement (PWS).

• Product Service Code: S203.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: May 26, 2026, to May 30, 2026.

• Place of Performance: Fort Knox, KY 40121-2717 (WOMT HQ ELEMENT USA CADET CMD, 192ND TANK BATTALION ROAD BLDG 1003).

• Solicitation Issue Date: March 26, 2026.

• Offer Due Date: April 09, 2026, at 09:00 AM local time.

• Questions regarding the solicitation must be submitted in writing to Jaspyr M. Andres (jaspyr.m.andres.civ@army.mil) no later than April 2, 2026, at 10:00 AM EST.

• Quotes must be submitted via email to jaspyr.m.andres.civ@army.mil, completing blocks 17a, 17b, 30a, 30b, and 30c on SF Form 1449, including Unit Price and Net Amount for all CLINs.

• Contract award will be made to the lowest priced, responsive quote from a responsible offeror.

• This acquisition is unrestricted.

• Funds are not presently available for this acquisition; award is contingent upon appropriated funds.

• All amendments will be posted to SAM.gov and are the offeror's responsibility to acknowledge.

• Electronic submissions via facsimile will not be accepted. Telephone inquiries will not be accepted.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management, Terms and Conditions for Commercial Products and Services, Minimum Wages, and Service Contract Labor Standards. DFARS clauses are also incorporated by reference.
