Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for the Contractor to perform a 3D laser scan of the exterior hull shell, deck, and dock floor locations/deformations of 154 FRC Vessels and provide the results in 3D CAD format.

• Perform a 3D laser scan of the vessel's hull (sides, bottom, transom), deck, shaft struts, and dock floor.

• Obtain a registered, reduced 3D point cloud data set.

• Ensure scan accuracy within +/- 2 mm for local scans and 5mm for global scan alignment.

• Convert the 3D laser scan point cloud to a format compatible with Rhino 3D version 5.0.

• Digitally remove staging interferences around the hull.

• Compare measured point clouds to US Coast Guard SFLC hull lines to determine dimensional deviations.

• Render dimensional deviations in Rhino 3D in 1mm increments with color gradients.

• Provide a neatly organized model with layers and color contour images of surface comparisons.

• Deliver 3D point cloud files in Rhino 3D 5.0 format electronically (ftp or mailed CDs).

• Furnish and install protective coverings for non-affected vessel components and spaces.

• Remove all protective measures and clean the work area upon completion.

• Scan accuracy: +/- 2 mm local, 5mm global.

• Dimensional deviations rendered in 1mm increments.

• Deliverables must be usable in Rhino 3D v5.0.

• All data becomes the sole property of the US Coast Guard.

• Place of Performance: U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD 21226.

• Estimated Period of Performance: Approximately July 6, 2026, completed in one day.

• Quality Control: Contractor must submit a Quality Control Plan for approval and daily Quality Control Reports.

• Hours of Operation: Work within USCG Yard normal hours (7:00 AM - 3:30 PM) or potentially outside normal hours/weekends with advance notice. Coordinate with the Ship Superintendent.

• Security: All personnel must use the RAPIDGate program and obtain visitor passes/clearances from USCG Yard Security. Provide a list of personnel needing access 24 hours prior. Specific ID requirements apply.

• Occupational Safety and Health: Comply with 29 CFR 1915 (OSHA Shipyard Industry Standard) and other relevant OSHA standards. Provide all required PPE.

• Key Personnel: Designate a Supervisor and Alternate Supervisor with at least 3 years of relevant experience.

• Contractor Furnished Items: Provide all materials, equipment (including 3D scanning equipment), and PPE not explicitly provided by the Government.

• Government Furnished Items: Government will provide water, compressed air, and electricity.
