This document is a sole-source justification for the procurement of five (5) Radio Frequency (RF) Spectrum Analysis Suites and associated accessories for the Joint Staff Security Office (JSSO) Technical Surveillance Countermeasures (TSCM) team. The action is being awarded as a new commercial items contract using simplified procedures (FAR Subpart 13.5) as a Firm Fixed Price purchase order. The purpose is to acquire specialized equipment to detect, analyze, and thwart technical security threats to sensitive and classified information.

• Five (5) MONARCH RF Spectrum Analyzer Suites with SCEPTRE RF analysis software.

• Each suite must be configured to support a frequency range up to at least 40GHz.

• Includes five (5) Omnidirectional Antennas (up to 40GHz) and one (1) PCR4200 four-channel Software Defined Radio (up to 20 GHz) with a four-element antenna array (up to 18GHz).

• Software must be capable of software-driven wideband swept spectrum scanning (> 200 GHz/second), recording of spectrum, and various demodulation capabilities (AM, FM, PM, SSB, FSK, ASK, PSK, QAM).

• Must include digital video demodulation and decode, and a database for flexible tagging.

• Equipment must be lightweight and small for worldwide portability.

• The MONARCH suites and SCEPTRE software are proprietary to 3dB Labs, Inc., who is the sole manufacturer.

• Contract Type: Firm Fixed Price purchase order.

• Funding: FY26 Operations & Maintenance, Defense-wide (O&M, DW) appropriations.

• Delivery: 140 days after date of Award.

• This is a sole-source justification, not a solicitation with a submission deadline for proposals.

• A combined synopsis/solicitation will be posted to SAM.gov on or around February 26, 2026.

• The Contracting Officer has determined the anticipated cost will be fair and reasonable.

• This is a sole-source action based on proprietary equipment and lack of other capable sources identified through market research.

• The requiring activity is JSSO TSCM, and the contracting activity is NAVSUP FLC Norfolk Contracting Department.

• Previous sole-source awards for similar supplies were made to 3dB Labs, Inc. in FY24 and FY25.

• Market research indicated no other vendors can provide the required capabilities.

• There are no current plans to compete future contracts, but future requirements will be assessed for competition feasibility.

• Delivery Schedule: From date of lead time event to delivery, 140 Calendar Days from Date of Award.

• The North American Industry Classification Standard (NAICS) code is 334220 with a size standard of 145 employees.

• Offer Due Date: March 30, 2026, 12:00 AM.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-4, and 52.212-5 by reference.

• Evaluation will be on a Sole Source basis to 3dB Labs Inc.

This acquisition is unrestricted.

• The solicitation includes numerous FAR and DFARS clauses related to contract terms, conditions, representations, certifications, and special requirements.
• Payment will be made via Wide Area WorkFlow (WAWF).
