Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA), specifically the Great Lakes Environmental Research Laboratory (GLERL), intends to award a noncompetitive, sole-source contract to the Monterey Bay Aquarium Research Institute (MBARI) for 3rd Generation (3G) Environmental Sample Processor (ESP) integration and support services. This effort aims to monitor and predict harmful algal blooms (HABs) in the Great Lakes and Alaska. Responses from interested firms demonstrating capability are due by April 26, 2026.
Scope of Work
The services involve integrating and supporting a 3G ESP with a Surface Plasmon Resonance (SPR) analytical module. Key tasks include:
- Designing, fabricating, and delivering a water capture sampling system for integration into an uncrewed surface vehicle (USV) by June 2026.
- Installing the water capture system into the SeaTrac platform for the 3G ESP.
- Delivering the 3G ESP-SPR system and auxiliary parts, including membrane filters.
- Integrating and calibrating the SPR system for environmental conditions and phycotoxin analysis.
- Ensuring the 3G ESP-SPR system is fully functional and ready for deployment 24 hours prior to field missions.
- Providing SPR operation coding, standard curve data, and necessary training.
- Offering mission support services, including troubleshooting, sample recovery, and post-operation calibration.
- Producing a final data set with comprehensive metadata for submission to NOAA National Centers for Environmental Information (NCEI). Work will be performed at GLERL in Ann Arbor, MI for Great Lakes missions and in Nome, AK for Alaska missions.

Submission & Evaluation
This is a Notice of Intent to award a noncompetitive contract, not a request for competitive proposals. Firms believing they can meet the requirement must submit a written notification to the Contracting Officer. Responses must demonstrate a comprehensive understanding of the requirements, include proof of permits, and provide a detailed technical narrative statement of capability. The information received will be used to determine if a competitive procurement will be conducted.
Additional Notes
NOAA states that MBARI is the only source possessing the unique technology, resources, knowledge, and infrastructure required to provide the 3G ESP support without unacceptable delays. Primary Contact: Anthony Eubanks, anthony.eubanks@noaa.gov.
