Solicitation / RFP / RFQ

This solicitation package from the Federal Bureau of Prisons, Federal Correctional Complex (FCC) Beaumont, is for the acquisition of Bread Items. It provides all necessary information for submitting a request for quote for evaluation.

• Weekly deliveries must be scheduled with Rene Guerra (rguerra@bop.gov).

• Awards will be processed via Government Purchase Order.

• A sample of the food product may be requested prior to award.

• Deadline for quotations: March 23, 2026, by 9:00 a.m. CST.

• All communications regarding the RFQ must be in writing to the Contracting Officer.

• Faxed quotations and photocopies will not be accepted.

• Hand-carried quotes accepted at Procurement and Property Department, Central Administration Building, 5430 Knauth Road, Beaumont, Texas 77705.

• Quotes received after the deadline will be handled per FAR 52.212-1(f).

• All potential quoters must be registered in the System for Award Management (SAM) database and include their Unique Entity Identifier (UEI) number in their quotes. Failure to register may result in elimination from award consideration.

• FAR 52.212-4 Contract Terms Commercial Items is included.

• Quoters are cautioned against discussing quote preparation with Government technical personnel.

• Failure to deliver awarded product may result in being determined a non-responsible contractor and removal from the bidder's list.

This document is a "National Menu Specifications Quote Sheet" for BREAD, identified by solicitation number 15B50226Q00000034, for the institution FCC BEAUMONT. It outlines specific bread requirements for Fiscal Year 2026, Quarter 3rd. • Item 3: Kosher Bread, Whole Wheat, 22 Slices per loaf. Certified Kosher Parve. First ingredient must be Whole Wheat Flour. A valid kosher certification must be submitted with the quote. Estimated quantity: 40,000 LF.

• Award Basis: Bread items will be awarded on an "ALL OR NONE/SINGLE AWARD" basis. No multiple awards will be made.

• Estimated Totals Only: The quantities listed are estimates.

• Shelf Life: Bread must be fresh and at least 2 weeks shelf stable from the date on the bread package. Each package must have a date on it.

• Delivery Schedule: Weekly deliveries are required.

• Period of Performance: Weekly deliveries required for the period of 4/6/2026 through 6/30/2026.

• Evaluation: Compliance with National Menu Specifications is mandatory for award. No specification substitutions are allowed.

• Not specified in this document.

• Specifications for products originating from outside the United States or Canada are acceptable if they meet the stated requirements.

• A valid kosher certification is required for Item 3.
