- Registration Requirements: All bidders must be registered in SAM.gov (DUNS number required) and complete the annual Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Failure to comply may result in elimination from consideration for award.
- Evaluation Factors: Past performance and price. Past performance will be rated higher than price. The Government reserves the right to award item by item, in groups, or in aggregate, whichever is most advantageous.
