• Kosher items: Margarine, dressing, cereal, sardines, vegetable juice, and various meat meals (e.g., Beans and Franks, Chicken Cacciatore, Chow Mein, Wing Meal, Meatloaf, Hawaiian Meatballs, Spaghetti and Meatballs, Turkey Cutlet, Bologna Luncheon Meat, Tuna, Farina, Oatmeal).
• Halal items: Certified Halal meals and components mirroring many of the Kosher items, including a Certified Halal Fish Fillet Meal. All individual packages for Kosher items must be marked with the kosher certification hechsher, and Halal items require the halal certification symbol.

• Period of Performance: Item 0001 is listed for April 1, 2026 - June 30, 2026. Other items are for "3rd Quarter Subsistence FY26."
• Offer Due Date: March 11, 2026, at 2:00 PM Central Standard Time
• Delivery Dates: April 1, 2026 - April 15, 2026, Monday through Friday, between 7:30 a.m. and 1:00 p.m., excluding Federal Holidays. Items must be delivered by 1:00 p.m. on April 15, 2026.

Submission & Evaluation

• Submission Instructions: Offers must be emailed to jmferguson@bop.gov. Submissions to any other email or after the deadline will not be considered. Offerors must complete blocks 12, 17, 23, and 30 of the solicitation form.
• Registration Requirements: All bidders must be registered in SAM.gov (DUNS number required) and complete the annual Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Failure to comply may result in elimination from consideration for award.
• Evaluation Factors: Past performance and price. Past performance will be rated higher than price. The Government reserves the right to award item by item, in groups, or in aggregate, whichever is most advantageous.
