This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for:  Tactical Firearms Training. This solicitation will be competed as a Small Business Set-Aside. The requirement is for course curriculum and instruction to include four (4) consecutive days of training for up to 16 students at the anticipated dates and location identified in the attached Statement of Work.  This announcement constitutes the only solicitation. Quotes are being requested under Request for Proposals (RFP) no. N0017426Q1015. The NAICS code is 611699 and the business size standard is $16,500,000. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFP incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531.

Market research was conducted in November 2025.

The following factors will be used to evaluate quotes.  The factors are listed in descending order of equal importance.  All non-cost factors, when combined, are more important than cost; however, cost becomes more of a deciding factor of importance when Offerors receive similar ratings for the other factors. The Government intends to evaluate all factors and award a contract without discussions with bidders. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
