Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Skylight Removal Services at the Naval Postgraduate School (NPS) in Monterey, California. The primary goal is to safely lift and move specific equipment from a basement location to a mezzanine or first-floor level.

• Personnel and Equipment: Provide trained personnel and necessary equipment to safely lift and move a satellite and telescope from the basement of Halligan Hall to the first floor.

• Tasks:

  • Remove skylight from the structure.
  • Remove the roof from the structure.
  • Use specialized equipment (e.g., spreader, lifting apparatus) to prepare, support, disconnect, and lift the satellite and telescope.
  • Place the satellite on dunnage and then onto its cradle on the first floor.
  • Disconnect the telescope from its base and place it on the first floor.

• Deliverables: Safely lift the satellite and telescope from the basement to the first floor without damage.

• Quality Assurance: Performance will be inspected continuously. The Acceptable Quality Level (AQL) is that the satellite and telescope must be lifted without damage. Failure to meet the AQL will require the contractor to re-perform work at their own expense.

• Period of Performance: The lift should be completed within one work week, no later than 3 weeks after contract award.

• Place of Performance: Halligan Hall, Naval Support Activity Monterey, California.

• Technical Requirements: Rigger and crane operator must be experienced and licensed. Industry Standards apply.

• Work Hours: Services to be provided during normal government working hours (0730-1630, Monday-Friday), excluding federal holidays, unless otherwise approved.

• Security: Contractor personnel may require a Common Access Card (CAC) and background investigation (NACLC or T3 equivalent minimum) for access to facilities and IT systems. Specific requirements depend on access levels (IT-I, IT-II, IT-III). OPSEC and counter-intelligence training are mandatory within 30 days of work commencement. Personnel must be U.S. Citizens. Specific investigation types (e.g., NACLC, T3) and processing timelines (30 days prior to start date) are detailed.

• Identification: Contractor employees must clearly identify themselves as contractor personnel and wear visible identification badges.

• Non-Personal Services: Services will be controlled and supervised by contractor management, not government officials.

Sources Sought Notice

NAVSUP Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to identify interested and capable businesses for providing services to move a satellite and telescope. This notice is for planning purposes only and is not a solicitation. The government is seeking feedback to improve the acquisition process and identify small business capabilities.

• Task: Provide trained personnel and equipment to move a satellite and telescope from the basement to the first floor of Halligan Hall at the Naval Postgraduate School (NPS) in Monterey, California.
• Specific Activities: Include removing skylights/roofs, using specialized lifting equipment, disconnecting components, and placing the satellite and telescope on dunnage or a cradle on the first floor.
• Place of Performance: Halligan Hall, Naval Support Activity Monterey, California.
• Contract Type Anticipated: Firm Fixed Price (FFP).
• Period of Performance: Approximately three (3) weeks, to be completed within one week of contract award.

LARGE BUSINESSES DO NOT NEED TO RESPOND TO THIS NOTICE. The government intends to consider a set-aside for small businesses (8(a), HUBZone, SDVOSB, WOSB/EDWOSB).

If a prime contractor intends to use subcontractors, they must demonstrate how they will comply with FAR 52.219-14 (Limitations on Subcontracting), ensuring no more than 50% of the contract performance is paid to subcontractors that are not similarly situated entities (SSEs). The prime must have the infrastructure to manage the entire contract.

• Format: Capability Statement (no more than 10 pages).

• Content: Must include information on Corporate Description (firm name, size status, ownership, certifications, POC, CAGE/UEI/DUNS, affiliates, facility clearance) and Corporate Experience (at least one, up to three citations of relevant experience as detailed in Attachment 2).
