Preference may be given to "Category 1" offers (vessels with 50% or more overhaul/repair/maintenance in a U.S. shipyard within the last five years) and U.S. flag vessels.

This is an Unrestricted acquisition under NAICS Code 483111. The decision for an unrestricted procurement was based on market research and concurred with by MSC's Office of Small Business Programs. Offerors are encouraged to submit offers promptly. Proforma documents are available upon request or via the MSC website. Certain areas, including the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden, are designated as imminent danger pay locations. Counters to TANKTIME 2026 (02-26) terms are not acceptable.
