Quick Summary
The NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends to issue a sole-source presolicitation for ROPE, WIRE (NSN 0Q-4010-017214046-SE), specifically for SPARE support equipment, to The Boeing Company (CAGE: 0PXV4). This procurement is for two units of reference number 9M59-3-170P. While a sole-source award is anticipated due to Boeing being the Original Equipment Manufacturer (OEM) and the Government not owning the necessary data, all responsible sources are invited to submit capability statements, proposals, or quotations for consideration.
Scope of Work
This requirement is for the provision of ROPE, WIRE (NSN 0Q-4010-017214046-SE, REF NR 9M59-3-170P) as SPARE support equipment for aircraft. The procurement is for a quantity of two (2) units, with delivery FOB Origin. There are no drawings or data available from the Government for this item.

Evaluation
The Government intends to solicit and negotiate with The Boeing Company as the only responsible source, citing 10 U.S.C. 2304(c)(1) and FAR 6.302. Boeing is the OEM and the only known source, and the Government does not possess the data rights to procure from other sources. However, all responsible sources may submit capability statements, proposals, or quotations, which will be considered to determine if a competitive procurement is feasible. A Source Approval Request (SAR) is required for any firm not already approved to manufacture this material, but the procurement will not be delayed for SAR approval.
Additional Notes
UID requirements and Buy American Clauses will apply. Electronic procedures will be used, and the RFP/Solicitation will be posted to NECO. No telephone requests or hard copies will be honored.
