Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for procuring a 40-ton Rough Terrain Crane to be used for programmed depot maintenance and/or Crashed, Damaged, or Disabled Aircraft Recovery operations on various weapon systems at the 76 Aircraft Maintenance Group (76 AMXG).

• The contractor shall provide one (1) 40-ton size class Rough Terrain Mobile Crane, including all accessories, manuals, and training for turnkey operation.

• The crane will be used for lifting tasks both inside and outside aircraft servicing hangars.

• The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.

• Only new parts and materials are to be used unless authorized by the Contracting Officer.

• Crane Capacity: 40 tons (80,000 lbs) nominal maximum lifting capacity.

• Boom: Power operated telescoping boom with 4 sections, 33 feet retracted length, and 100 feet extended length. Main hoist requires 440 feet of wire rope.

• Pull Capacity: Capable of a single line pull of 12,000 lbs or greater.

• Outriggers: Four hydraulically extendable and telescoping outriggers with variable position settings (0%-100%).

• Dimensions: Crane carrier with retracted outriggers no wider than 8.6 feet. Gross Vehicle Weight no greater than 65,000 lbs.

• Engine: Tier 4 Final Diesel engine with at least 158 horsepower and 520 lb-ft of torque. Includes engine block heater.

• Wheels: Four-wheel drive with 20.5 x 25 – 24 tubeless tires.

• Brakes: Fully hydraulic split circuit disc-type brakes on all four wheels.

• Fuel Capacity: No smaller than 55 gallons of ultra-low sulfur diesel.

• Electrical System: 24-volt system.

• Lighting: Full lighting package including turn indicators, headlights, taillights, brake lights, hazard warning lights, superstructure lights, and forward-facing boom-mounted floodlights.

• Speed: Maximum unloaded speed of at least 17 miles per hour.

• Hydraulic System: Load sensing piston pump with piggy-back gear pump, hydraulic tank with sight level indicator, filter change alert system, pressure check ports, and oil cooler.

• Steering: Four-wheel drive with four selectable steering modes.

• Cab: Fully enclosed cab with heating and air-conditioning, all-steel fabrication with tinted safety glass, graphic display for critical crane information, audio-visual warnings, tilt and telescoping steering wheel, windshield wiper and washer, and fire extinguisher.

• Exclusions: Auxiliary hoist, telescopic swingaway boom extension, and jib are NOT included.

• Delivery: Crane to be delivered to Building 2139, Tinker AFB, OK 73145 on a detachable gooseneck lowboy trailer, unloaded under its own motive power.

• Warranty: 24-month factory warranty.

• Documentation: Operation and maintenance manuals with Illustrated Parts Breakdowns, cross-referenced parts lists, recommended spare parts list, and recommended maintenance intervals.

• Crane must comply with OSHA 29 CFR 1910, OSHA 29 CFR 1926, and ASME B30.5 Safety Standard Cranes and Related Equipment.

• Load charts and written certification of compliance with SOW, OSHA, and ASME regulations are required.

• Delivery to Tinker AFB, OK 73145.

• Work hours are Monday through Friday, 0700-1800 hrs, excluding federal holidays and base closures.

• Training: Contractor shall provide on-site training/demonstration for up to 20 personnel over two shifts.

• Environmental Protection & Safety: Compliance with all applicable federal, state, and local laws, regulations, and instructions regarding environmental protection and occupational safety and health. Specific compliance with Tinker AFB instructions for Hazardous Materials Management and Hazardous Waste Management.

• Spills: Immediate reporting of spills to 911 and submission of a written report within four clock hours.

• Housekeeping: Maintain clean and neat work areas.

• Foreign Object Damage (FOD) and Dropped Object Prevention: Personnel must complete FOD/DOP training and provide written certification.

• Tool Control: Compliance with AFI 21-101 and OC-ALCI 21-112. Contractor shall provide a tool listing and inventory tools daily.

• Visitors Pass: Contractor shall contact the Government POC seven business days prior to arrival for visitor pass arrangements.

• Safety and Health: Compliance with federal, state, and local regulations, and AFI 91-203.

• Emergency Procedures: Contractor personnel shall follow Government direction during emergencies and participate in drills.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, specifically a 40-Ton Rough Terrain Crane, to be procured by the Air Force Sustainment Center's Maintenance Contracting Branch at Tinker AFB, OK. The acquisition is a 100% Small Business Set-aside.

• The primary deliverable is one 40-Ton Rough Terrain Crane.

• The crane must be provided in accordance with the Statement of Work (SOW).

• Specifications for the crane are detailed in Paragraph 3 of the SOW.

• The contract will be a Firm Fixed Price (FFP).

• Shipping is FOB Destination only to Tinker AFB, OK 73145.

• Separate charges for shipping/freight will not be allowed and must be included in the quoted price.

• Quotes are due by April 13, 2026, 12:00 PM (Noon) Central Standard Time.

• Quotes must be valid for at least 90 days after submission.

• Award will be made to the technically acceptable vendor with the lowest total evaluated price (TEP).

• Evaluation factors include technical acceptability and price.

• The Government intends to award without interchanges, but reserves the right to conduct them.

• Vendors must submit their best terms initially.

• This acquisition is a 100% Small Business Set-aside.

• Large businesses are not eligible for award.

• The Non-Manufacturing Rule does not apply.

• Offerors must be registered in the System for Award Management (SAM) prior to quoting.

• Invoices must be submitted via Wide Area Workflow (WAWF).

• Payment terms are Net 30 by default.
