Performance Work Statement (PWS)

This PWS outlines the requirements for the contractor to provide comprehensive preventative maintenance, inspections, and repair services for 21 units of 400Hz Frequency Converters assigned to the 509th Maintenance Group at Whiteman AFB, MO.

• Provide all personnel, equipment, tools, materials, supervision, and quality control for uninterrupted maintenance.

• Perform scheduled inspections and repairs on a six-month cycle (twice annually) for all 21 units.

• Prioritize work on Priority 1 assets, followed by Priority 2 assets.

• Conduct on-site service calls as needed (estimated up to four per year) to maintain full mission capability.

• The contractor is responsible for mobilization, shipping, delivery, loading, and offloading of all necessary items.

• Ensure all work areas are kept clean and free of debris, and premises are left in a clean, neat, and orderly condition upon completion.

• Maintain a Mission Capable (MC) rate above 90% for Priority 1 assets and 85% for Priority 2 assets.

• Respond to service calls on-site within three business days.

• 100% of assigned Frequency Converters must be inspected.

• 95% of inspectable items must be clean with no discrepancies.

• Test instrumentation must be calibrated and certified by an NTS traceable test lab.

• Location: Whiteman AFB, MO (secure/restricted area).

• Period of Performance: One-year base period with four one-year option periods.

• Work Schedule: Normal hours are 7:30 am to 4:30 pm, Monday through Friday, excluding US Federal Holidays and Family Days. Maintenance is on a six-month cycle.

• Contractor personnel must have a thorough understanding of 400Hz converters (90KVA+), high power AC, and Lock-out/Tag-out procedures.

• Key technician(s) require a minimum of 10 years of experience with Piller units and must possess necessary tools and equipment.

• All personnel must be US Citizens and may require security clearance for access to restricted areas (EAL processing after award).

• Contractor employees must comply with all federal, state, local, and installation safety, security, and environmental regulations.

• Minor repairs (up to 4 hours per unit) are included; major repairs (>4 hours) require separate approval and may be performed by others.

• Reports: Document all work in test reports and provide service logs detailing time and parts replaced.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation (RFQ FA462526Q1046) for commercial products or services related to 400Hz Frequency Parts Pillar Maintenance, as detailed in the attached Performance Work Statement (PWS) dated 6 January 2026. The contract will be for a base period plus four option years (5-year total). The government reserves the right to cancel this RFQ without obligation to reimburse vendors for any costs.
