• Quote Validity: Prices must be held firm for 60 calendar days from the receipt date.

• Evaluation Factors: Quotes will be evaluated based on Part I - Price (Complete Price Sheet, Attachment 1) and Part II – Technical Capabilities (based on Salient Characteristics, Attachment 2). Both factors are weighted equally and must receive an "ACCEPTABLE" rating for consideration.

• Technical Capabilities: All sub-factors will be rated ACCEPTABLE/UNACCEPTABLE.

• Discussions: The government intends to award without discussions but reserves the right to conduct them if deemed necessary.
