Quick Summary

The 409th Contracting Support Brigade (CSB), on behalf of the US Army, has issued a Request for Information (RFI) / Sources Sought Notice to identify commercial vendors capable of providing a comprehensive Personal Protective Equipment (PPE) package and modified tactical headset systems. This market research aims to find contractors, particularly those operating in Germany, for services in Kaiserslautern & Sembach, Germany. Responses are due June 19, 2026.

Scope of Work

The US Army seeks a single prime vendor to provide a turnkey solution including:

  • Procurement: Source 67 complete PPE sets (high-visibility outerwear, steel-toed footwear, gloves, helmets, eyewear) certified to European safety standards (DIN EN ISO) with CE markings/Declarations of Conformity.
  • Custom Fitting: Conduct individual, in-person sizing and fitting sessions for 67 Government personnel.
  • Technical Modification: Procure and modify 80 specialized 3M PELTOR headset systems (CH-5 and ComTac VIII) by installing 3M Peltor PTT FL5063 adapters for integration with Motorola DP4xxx series tactical radios.
  • Logo Application: Affix weatherproof Army Transportation Corps (ARTRANS) logos to procured outerwear.
  • Logistics & Delivery: Deliver all accepted products within 90 days of contract award to Sembach Kaserne, Sembach, Germany.

Mandatory & Critical Constraints

  • In-Person Sizing & Custom Fitting: Must be performed by contractor staff at a professional retail or shop facility located within a 30-kilometer radius of Kaiserslautern, Germany. Virtual fittings or locations outside this radius will not be considered.
  • Single Vendor / Turnkey Requirement: The Government highly prefers a single prime vendor capable of executing all aspects of the Statement of Work to avoid compatibility, scheduling, and administrative risks.

Submission Requirements

Interested parties should submit a brief Capability Statement (maximum 5 pages) detailing:

  • Company Information (Name, address, SAM.gov UEI, POC, phone, email, business size).
  • Physical address of the retail/shop facility to verify compliance with the 30-km radius requirement.
  • Evidence of technical sourcing capability for DIN EN ISO-certified safety gear.
  • Experience or certification in modifying 3M PELTOR headset systems for Motorola radios.
  • Confirmation of ability to execute all tasks under a single contract.
