Scope of Work
The contractor will provide non-personal services, furnishing all personnel, equipment, supplies, tools, materials, and supervision for the maintenance and repair of MHE and AMHS. Services include scheduled and unscheduled maintenance, as well as battery service, for equipment operating on a multi-shift schedule (24 hours/day, 6 days/week). No equipment may be removed from the facility for service.
Contract Details & Period of Performance
This is a T&M/LH FFP-Hybrid contract with a base year (12 months) and two 12-month option periods. The contract includes a one-month phase-in period (July 1 - July 31, 2026), with scheduled maintenance beginning August 1, 2026. An option to extend services for up to six months (FAR 52.217-8) is possible, with the total contract duration not exceeding 36 months. Pricing will be in Euro, exclusive of VAT, with FFP for phase-in and preventive maintenance, Labor Hours for unscheduled maintenance, and Time & Material for repair parts (with Government Not-to-Exceed estimates).
Submission & Evaluation
Proposals must be submitted via email to the Contract Specialist and Contracting Officer by April 15, 2026, at 2:00 PM CT. Offerors must be registered in SAM.gov by the due date. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) Best Value Source Selection Approach. Factors include:
- Technical Capability: Evaluated on Management Plan and Experience in Maintenance and Repair Services.
- Supplier Performance Risk: Rated Acceptable/Unacceptable based on SPRS scores.
- Price: Evaluated for reasonableness and completeness. Offerors must receive an "Acceptable" rating in all non-price factors to be considered for award. Past performance will be used for responsibility determination.
Key Requirements & Clarifications
Offerors must submit two experience questionnaires (Attachments 3 & 4) detailing projects within the last seven years, lasting at least 12 consecutive months, and with a minimum annual value of $400,000.00. Experience can be from services rendered in Europe (not limited to Germany) and can include non-U.S. Government customers. Key personnel, including certified welders, are required. An on-site technician with expertise across various MHE models is highly recommended.
