Purpose & Scope

This combined synopsis/solicitation seeks to award a single Firm-Fixed-Price contract for the procurement of specific mini-split heat pump systems. The contract is for supply only, with installation and commissioning to be performed by Government personnel. The requirement includes:

  • One Dual Zone Wall Mounted Mini Split Heat Pump System (36,000 BTU): Mitsubishi FX-Series 23 SEER2 (Model MXZ-SM36NL / 2-MSZ-FX15NL) or equivalent.
  • One Single Zone Wall Mounted Mini Split Heat Pump System (30,000 BTU): Mitsubishi GX-Series 19.2 SEER2 (Model MUZ-GX30NL / MSZ-GX30NL) or equivalent.

Both systems must be "brand name or equal," off-the-shelf, pre-charged with refrigerant, and include all necessary installation kit components (fittings, manifolds, wiring, tubing, thermostats, remote controls, and miscellaneous parts for correct operation). A metal wall bracket for the outdoor unit is also required. Clarification from Amendment 0001 and Q&A: While main power cabling from the building to the outdoor compressor is excluded (Government provided), the interconnecting line set and wiring between the indoor air handler and the compressor is required and must be supplied by the contractor.

Contract Details

  • Contract Type: Firm-Fixed-Price
  • Delivery: Required within 30 days of award to 11056 West County Road 18E, Loveland, CO 80537. Delivery hours are Monday-Thursday, 8:00 AM to 3:30 PM, excluding Federal Holidays. F.O.B. Destination.
  • Technical Submittals: Required within 15 days of award, including system descriptions, parts lists, specification sheets, drawings, and manufacturer information.
  • Final Documentation: Required upon delivery, including all manufacturer documentation, O&M manuals, maintenance data, drawings, training manuals, and warranty documents.
  • Warranty: Full manufacturer's standard warranty, transferable to the Bureau of Reclamation, is required.

The quote format requires specific details for a Cover Page and Technical Quote, including system identification, a compliance statement, and an itemized price breakdown (supply-only). Award will be made to the lowest-priced quote that meets all requirements, with equal importance given to Technical Capability and Price. Award will be made without discussions. Technical submissions must demonstrate the ability to meet or exceed the salient characteristics described in the SOW; failure to provide sufficient technical detail may result in a nonresponsive quote.
