The Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) in Dallas, TX, requires the installation of a new 40-foot refrigerated container unit to store perishable medications.

This is a firm-fixed-price, turnkey project. The contractor shall provide all necessary qualified personnel and services for the installation of a new 40-foot refrigerated shipping container with a roll-up door. Key requirements include:

• Container temperature range: -40 to 86 degrees Fahrenheit (normal operation at 40 degrees).

• Container must be placed on a trailer and leveled with the existing dock door (9ft x 9ft).

• Refrigeration equipment must be accessible from the trailer for maintenance.

• Installation of a new transition plate for easy movement of pallets and rolling stock.

• Weatherproof and insulated flashing around the container and building interface to prevent moisture and air penetration.

• Ensuring the existing dock door can close securely at night.

• Safety Compliance: Adherence to OSHA standards. Installation must be performed by qualified, licensed refrigeration technicians.

• Customer Service: Maintain communication with the Contracting Officer's Representative (COR). Address reported issues within 24 hours of notification.

• Warranty: 1-year parts, labor, and workmanship; 4-year warranty on parts.

• Work must be performed during normal working hours (6:00 am to 12:00 am, Monday-Friday). Weekend or off-shift work may be required to avoid production impact and must be scheduled with the COR.

• Contractor is responsible for all miscellaneous hardware, waste disposal, and transportation of equipment.

• Work must not impact facility operations; rescheduling may be necessary for weather hazards.

• Professional conduct is required; smoking, illegal substances, and weapons are prohibited.

• Compliance with all applicable laws and regulations is the contractor's responsibility.

The objective is to replace an existing 20-foot freezer with a new 40-foot refrigerated container unit at the Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) in Dallas, TX. This new unit is required to store ice for perishable medications.

This is a firm-fixed-price, turnkey project. The contractor shall provide all necessary qualified personnel and services for the installation of a new 40-foot refrigerated shipping container with a roll-up door. Key tasks include:

• Disconnecting and removing the existing electrical connection for the old freezer.

• Reclaiming refrigerants and sealing the existing refrigeration unit, then removing it from the freezer roof.

• Removing the existing freezer trailer and its contents from the premises.

• Installing a new 40-foot refrigerated container (temperature range -40 to 86 degrees Fahrenheit, typically set to 0 degrees Fahrenheit) on a trailer.

• Leveling the container with the existing dock door.

• Ensuring refrigeration equipment is accessible for maintenance.

• Installing a new transition plate for easy movement of containers and pallets.

• Weatherproofing and insulating the area around the container and building interface.

• Ensuring the existing dock door can close securely at night.

• Safety Compliance: Compliance with OSHA standards; installation by qualified, licensed refrigeration technicians.

• Customer Service: Communication with the Contracting Officer's Representative (COR); documentation and resolution of issues within 24 hours of notification.

• Warranty: 1-year parts, labor, and workmanship; 4-year warranty on parts.

• Timeliness: Adherence to installation schedules and response to unscheduled issues within two hours.

• Work Hours: Normal working hours are Monday-Friday, 6:00 AM to 12:00 AM. Weekend or holiday work may be approved with prior COR scheduling.

• Impact: Work must not interfere with facility operations or patient care. Rescheduling may be required due to weather hazards.

• Contractor is responsible for all lifts, fork trucks, and transportation.

• No tools or equipment will be provided by the government.

• All waste and debris must be cleaned and disposed of by the contractor.

• Contractor must have a quality control program.

This notice is issued by the Department of Veterans Affairs, Network Contracting Office 15 (NCO 15) for market research purposes. The VA is seeking information from qualified vendors capable of providing refrigeration equipment, specifically walk-in freezers and coolers, for the VA CMOP in Lancaster, TX.
