Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the purchase of Consolidated Refrigerators for the Baltimore VA Medical Center. The requirement is for a Firm-Fixed-Price Delivery Order.

• Procurement of 46 new refrigerators to replace aging equipment and meet VAMHCS standards.

• Specific quantities and types of refrigerators are detailed, including undercounter pharmacy/laboratory refrigerators (5.3 Cu Ft) and larger undercounter/top freezer models (5.1-20.5 Cu Ft).

• Salient characteristics include specific capacities, temperature ranges, dimensions, certifications (UL, CSA, Energy Star), NSF/ANSI 456 Vaccine Storage Standard compliance, and warranty requirements (up to 7 years on compressor).

• Delivery and installation are required at the Baltimore VA Medical Center and Perry Point VA Medical Center.

• Equipment must be new.

• Assembly and validation must be performed by a vendor service-trained representative.

• Contract Type: Firm-Fixed-Price.

• Delivery: Within 30 Days After Receipt of Order (ARO).

• FOB: Destination.

• Solicitation closes on Wednesday, March 11th, 2026, at 12:00 PM EST. Late submissions will not be accepted.

• Quotes must be submitted via email to james.ferro@va.gov.

• Questions are due by March 6th, 2026, at 12:00 PM EST.

• Evaluation will be based on comparative evaluation (FAR 13.106-2 (b) (3)) considering technical capability, price, and past performance.

• The Government reserves the right to one-on-one discussions with quoters.

• The Government reserves the right to award all or none, and this RFQ is for a single award.

• This solicitation is a Small Business set-aside.

• Quoters must submit a completed SF1449.

• If a distributor, a letter of distribution/authorization from the manufacturer is required.

• A mandatory question regarding the country of manufacture must be answered.

• FAR 52.225-2 must be completed.

• A mandatory Excel spreadsheet ("S02-36C24526Q0303 Line Items") must be submitted with pricing.

• Quotes submitted FOB Origin or FOB Destination Prepaid and Ship will be considered noncompliant.

• Failure to supply a distribution/authorization letter (if applicable) will result in disqualification.
