This is a combined synopsis/solicitation for pharmacy refrigerators and freezers for the Department of Veterans Affairs (VA) Tucson Healthcare System. The procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Supplies: The contractor shall furnish specific pharmacy refrigerators and freezers equivalent to Follett models, including:

  • Follett Refrigerator Model# REF20i-4S-R0000G or equal (Qty: 1)
  • Follett Refrigerator Model# REF20i-4S-R0000S or equal (Qty: 1)
  • Follett Refrigerator Model# FZR25i-4S-RHT00S or equal (Qty: 2)
  • Follett Refrigerator Model# REF5P-0R-00-00 or equal (Qty: 1)
  • Follett Refrigerator Model# REF5P-0R-KP-00 or equal (Qty: 1)

• Salient Characteristics: Detailed medical-grade specifications are provided for each item, including temperature control, capacity, alarms, energy efficiency (ENERGY STAR®), NSF/ANSI 456 Vaccine Storage Standard certification (for specific models), and construction materials.

• OEM Verification: Vendors must be Original Equipment Manufacturers (OEMs), authorized dealers, distributors, or resellers, verified by an OEM authorization letter.

• No Gray Market/Remanufactured Items: Only new, OEM items are acceptable.

• Delivery: Supplies must be delivered to VA Tucson Healthcare System, 3601 S 6th Ave, Tucson, AZ 85723. Shipping costs must be included in the total cost.

• Contract Type: Firm-Fixed-Price.

• Place of Performance: VA Tucson Healthcare System, Tucson, AZ 85723.

• Response Date/Time: April 3, 2026, 10:00 AM Pacific Time.

• Questions Deadline: March 31, 2026, 10:00 AM Pacific Time. Questions must be submitted via email to Melissa.Ramirez8@va.gov.

• Submission Requirements: A complete quote/pricing with estimated lead time, brand name and model number (or documentation proving equal to salient characteristics), OEM authorization letter, and a completed VA Notice of Limitations on Subcontracting – Certificate of Compliance (VAAR 852.219-76) are required.

• Evaluation: Offers will be evaluated based on the requirements outlined in the solicitation. Failure to submit a completed Limitations on Subcontracting Certificate of Compliance will render the offer ineligible.

• Set-Aside: Total Service-Disabled Veteran-Owned Small Business (SDVOSB).

• NAICS Code: 333415 (Size Standard: 1,250 Employees).

• Non-Manufacturer Rule (NMR): NMR is waived for this NAICS code, but the Limitation of Subcontracting (LOS) certification must still be completed.

• Registration: Offerors must be registered in www.SAM.gov.

• This is a combined synopsis/solicitation; no separate written solicitation will be issued.

• Vendors must be registered in SAM.gov.

• Specific contract clauses and provisions are incorporated by reference and must be adhered to.

This document is the VAAR 852.219-76 VA Notice of Limitations on Subcontracting—Certificate of Compliance for Supplies and Products (JAN 2023) (DEVIATION). It requires offerors to certify their compliance with limitations on subcontracting requirements if awarded a contract. This form must be completed, signed, and returned with the offeror's bid, quotation, or proposal.

• Subcontracting Limitations: Offerors must certify compliance with the 50% subcontracting limitation for supplies or products, ensuring that payments to non-certified firms do not exceed this threshold. It also addresses the nonmanufacturer rule for small business manufacturers or processors.
• Manufacturer/Nonmanufacturer Representation: Offerors must identify themselves as either a manufacturer or a nonmanufacturer and provide supporting certifications, including employee count (<=500 or <=150 for IT VAR exception), primary business activity (retail/wholesale trade), and ownership/possession of items.
• Acknowledgement of Jurisdiction: Offerors acknowledge that the certification is subject to Title 18, United States Code, Section 1001, and that false certifications may lead to penalties.
• Cooperation and Records: Offerors agree to provide documents or records to the VA to determine compliance with subcontracting limitations.
• Certification Section: A dedicated section for the offeror to formally certify compliance, including printed name, title, signature, date, and company name/address.

Completion and submission of this form are mandatory. Offers from offerors who do not provide this certification will not be considered for award and will be deemed ineligible for evaluation and award. Bidders must carefully review and accurately complete all sections to ensure their proposal meets the requirements.
