This is a Combined Synopsis/Solicitation for a sole source service requirement to Munters Corporation to purchase and install components for the ACC Munters Replacement Controller Upgrade for the VA Honolulu Medical Center, Hawaii. Project Title: ACC Munters Replacement Controller Upgrade, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 (NCO 21) on behalf of VA Pacific Islands Health Care System.
Description: The Department of Veterans Affairs Honolulu campus has a requirement to purchase and replace the ACC Munters Replacement Controller Upgrade in accordance (IAW) with the draft statement of work (SOW). See attached documents.
The applicable North American Industry Classification System (NAICS) Code is 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, and the small business size standard is 1,250 employees. PSC Code is 4120 Air Conditioning Equipment.
SERVICE CONTRACT ACT Wage Determination No. 2015-5689 is applicable to this solicitation and subsequent award.
The Department of Veterans Affairs, Network Contracting Office (NCO) 21 intends to solicit and negotiate with Munters Corporation, 14 South Hunt Road, Amesbury, MA 01913 to procure ACC Munters Replacement Controller Upgrade for the VA Pacific Islands Health Care System, Honolulu, HI.
This acquisition is to procure the following items:
One (1) EA, Human Machine Interface (HMI) (Munters P/N 150-038194-002);
One (1) EA, HMI bracket (Munters P/N 150-038515-001);
and One (1) EA, factory-programmed LS1628 PLC (Munters P/N 150-038194-011).
The above procurement will be conducted on a sole source basis and determination of this sole source procurement is in accordance with the authority of FAR 13.106-1(b)(1).
Munters Corp. s products are the only available system on the U.S. market that will meet our requirements. The NAICS Code for this procurement is 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing; Small business size standard: 1,250 employees. PSC Code is 4120, Air Conditioning Equipment.
Any business that believes it can provide the above listed items may give written notice to david.rovner@va.gov by 12:00 PM PDT on November 18, 2025. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. No telephone requests will be accepted.
