422nd MPC Lodging/Meals

This is a combined synopsis/solicitation (RFQ) for lodging and meals for the 422nd Military Police Company. The requirement is being solicited under FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). This action is a Small-Business Set-Aside.

• Lodging for 22 rooms for 3 nights (Check-in: June 13, 2026; Check-out: June 16, 2026).

• Meals: Breakfast, Lunch, and Dinner for 123 individuals per meal, from June 13-15, 2025.

• Prices for lodging shall not exceed the government travel per diem rates.

• Prices for meals shall not exceed the per diem rate.

• The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and other items.

• Contract Type: Firm-Fixed Price (FFP) order.

• Period of Performance: June 13-16, 2026 (Lodging); June 13-15, 2025 (Meals).

• Place of Performance: Within 50 miles of 4101 Chester Avenue, Bakersfield, CA 93309.

• Quotes are due via email by 12:00 PM (local time to Fort Dix, NJ) on May 29, 2026.

• Questions are due by 9:00 AM (local time to Fort Dix, NJ) on May 26, 2026.

• Award will be made to the Lowest Priced Technically Acceptable (LPTA), responsive, responsible offeror.

• Evaluation factors: Technical Capability and Price.

• Technical capability will be evaluated based on cleanliness, safety, amenities, and security of the facilities. An onsite assessment may be conducted.

• Price will be evaluated for fairness, reasonableness, and balance.

• Proposals must be complete and meet minimum requirements to be considered "Acceptable."

• Small-Business Set-Aside.

• NAICS Code: 721110 – Hotels (except Casino Hotels) and Motels.

• Offerors must be registered in SAM.gov and Wide Area Work Flow (WAWF).

• Lack of SAM registration makes an offeror ineligible for award.

• Offeror's may use any format for submission of quotes, but must include minimum information required by FAR 52.212-1.

• Quotes must include UEI number, CAGE code, Company name, POC, and phone number.

• Pricing for each Line Item must follow the format: QUANTITY * UNIT AMOUNT = NET AMT.

• Partial quotations will not be accepted.

• The Government reserves the right to make no award.

• The document includes extensive contract provisions and clauses, including those related to security, prohibitions, and exclusions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide lodging and meals for Military Service Members of the 422nd Military Police Company attending Home Station Active Duty for Mobilization.

• Lodging: Provide rooms for approximately 41 service members from June 13-16, 2026. Rooms must be within 50 miles of the Home Station (4101 Chester Ave, Bakersfield, CA 93309). Each room must accommodate two service members, except for specific higher-ranking positions authorized single rooms. Rooms must include cable TV, internet, iron/ironing board, and alarm clock. Double occupancy rooms require two standalone beds. The government will not exceed per diem rates.

• Meals: Provide three meals per day (breakfast, lunch, dinner) from June 13-15, 2026, for approximately 41 service members per meal. Meals must be healthy, balanced, and in accordance with Army Regulation 30-22. Vegetarian options must be available. All utensils, plates, and napkins are to be provided. Meals must be served within 50 miles of the lodging facility. The government will not exceed per diem rates for meals.

• Period: June 13-16, 2026.

• Place: Lodging and meals to be within 50 miles of 4101 Chester Ave, Bakersfield, CA 93309.

• Lodging: Rooms must be within the same facility, have interior access with security locks, be non-smoking, and free of pests and mold. Facilities must have accessible parking, security cameras, and daily custodial services. A rooming roster will be provided two days prior to check-in.

• Meals: Catering is allowable. Buffet or sit-down style is preferred. Food and beverage charges are based on total servings. Self-service beverage stations are preferred.

• General: The contractor must provide all personnel, equipment, supplies, and services. The contractor must comply with applicable fire and safety codes, health and safety guidelines for food preparation and transportation, and DoD Lodging Policy.

• Invoicing: Electronic invoicing via Wide Area Workflow (WAWF) is required.

• Cancellation: The Government reserves the right to cancel reservations up to 48 hours prior to the start date without incurring lodging charges.
