Justification for Sole Source
The VA intends to award this contract under the authority of FAR 13.201-1, citing only one responsible source. The existing boiler interface displays are non-functional and require replacement. The boilers are proprietary equipment manufactured by Preferred Utilities Manufacturing Corporation, which only permits their designated vendor to provide supplies and installation. Simoneau Sterling Midwest Corporation is the designated vendor for the Midwest region, including Minnesota. Third-party interface displays are not allowed due to the proprietary nature of the equipment. Market research, including a search of the SBA Small Business Search and a sources sought notice, did not identify any other authorized providers capable of meeting this brand-specific requirement.
