Notice of Intent (NOI)

This document is a Notice of Intent (NOI) published by the Department of Veterans Affairs, Network Contracting Office 23, in accordance with FAR 5.101(a)(1). It announces the government's intent to award a sole source, firm-fixed price contract for a Heat Exchanger. This is not a request for competitive quotes.

The contract is proposed to be awarded to Bernard J. Mulcahy Company, Inc. under the authority of 41 U.S.C. 3304(a)(1) and FAR 13.106-1(b). This sole source award is justified because Bernard J. Mulcahy Company, Inc. is the Original Equipment Manufacturer's (OEM) authorized representative for this equipment in Minnesota, and no other third-party vendor is authorized to install or service it.

While this is not a solicitation, interested vendors who believe they can satisfy the requirement are invited to submit a capability statement, proposal, or quotation. This information will be reviewed solely to determine if a competitive procurement is warranted. The government reserves the discretion not to compete this requirement.

Sources Sought Notice

This is a Sources Sought Announcement for a Bell & Gosset Model QSU 146-2 Heat Exchanger (Steam to Liquid) for the Minneapolis VA Health Care System. The government is gathering information to determine acquisition strategies and may post a solicitation later. Responses to this notice are not a reply to a future solicitation.

• One Bell & Gosset Model QSU 146-2 Heat Exchanger (Steam to Liquid).

• Specifications include:

  • Steel shell
  • ¾” Diameter and 18 BWG wall thickness for shell
  • 90/10 Copper/Nickel (Cu/Ni) Tubes, ¾” OD and 18 BWG wall thickness
  • 90/10 Copper/Nickel (Cu/Ni) tube sheet
  • Steel baffles
  • Max tube side working pressure: 125 psi
  • Max steam side pressure: 150 psi
  • Max temperature rating: 375 degrees Fahrenheit
  • 1 year warranty from start-up date

• Contractor will provide and deliver the heat exchanger; installation will be performed by VA HVAC Technicians.

• Purchase Order Number must be on the shipping label or packing list.

• Delivery to: Minneapolis Veteran Affairs Health Care System, Attn: David Clendening, One Veterans Drive, Minneapolis, MN. 55417.

• Deliveries accepted Monday-Friday, 7:00 am – 3:00 pm Central Time (excluding federal holidays).

• Submittal required: Cut sheet for the Heat Exchanger assembly.

• NAICS Code: 332410 (Power Boiler and Heat Exchanger Manufacturing), size standard 750 employees.

• May be subject to the Nonmanufacturer Rule (FAR 52.219-33).

• Interested firms must submit capability statements.

• Deadline for responses and questions: December 16, 2025, 4:00 PM Central Time.

• Firms must demonstrate capability to meet specialized requirements.

• Small business respondents should indicate subcontracting percentages.

• Identify if the firm is the manufacturer or identify the manufacturer and their socio-economic category.

• Complete FAR Provision 52.225-2(b) regarding country of origin.

• This is a Sources Sought Announcement only; no solicitation is currently available.

• The government will not pay for submitted information.

• Capability statements should include: Organization name, UEI, address, socioeconomic category, POC email, website, phone number, detailed capability demonstration, agreements with manufacturers, subcontracting estimates, manufacturer details (if not prime), country of origin certificate, and information on existing government contracts (FSS, GSA, etc.).
