Quick Summary

The Department of Veterans Affairs (VA), Network Contracting Office 23, has issued a Notice of Intent to award a sole source, firm-fixed price contract to Campbell-Sevey Inc. for Armstrong freeze-proof steam coils for the Minneapolis VA Health Care System. This notice also serves as a market research request for capability statements from other interested vendors. Responses are due June 17, 2026.

Purpose & Justification

The VA intends to procure three specific Armstrong freeze-proof steam coils. The sole source award to Campbell-Sevey Inc. is justified under 41 U.S.C. 3304(a)(1) because they are identified as the only authorized vendor in the geographic region capable of providing the required replacement equipment and meeting the Statement of Work (SOW) requirements for Veterans Integrated Service Network 23 (VISN 23). This is not a request for competitive quotes.

Scope of Work

The requirement is for three distinct Armstrong freeze-proof steam coils:

  • Item 1: Armstrong BV2-110D (5+5)-A11-W08-BE-LH, featuring Stainless Steel 304L pressure parts, 3" 150 lb RFSO SS304L flanged connections, and a Belimo electric actuator.
  • Item 2: Armstrong BV2-12C (6+6)-A8/9-W08-BE-RH heavy-duty (Series 6000), with Stainless Steel 304L pressure parts, 3" 150 lb RF inlet & 3" MPT outlet, and a Belimo electric actuator.
  • Item 3: Armstrong BV2-8B-A11-W08-BEF-RH Duramix, with aluminum keyfin, all-welded construction, and a Belimo actuator. All coils must be shipped or delivered to the Minneapolis VA Medical Center, Attn: David Clendening, One Veterans Drive, Minneapolis, MN 55417, with the VA Purchase Order Number clearly marked on the shipping label or packing list. Deliveries are accepted Monday through Friday, 7:00 AM – 3:00 PM, excluding federal holidays.
