Submission Requirements

- Volume I - Technical: Specifications, cut sheets, or brochures confirming "equal" products meet requirements, OEM authorization letter, and completed "Attachment - VAAR Clause 852.219-76 VA Notice of Limitations on Subcontracting-Certificate of Compliance for Supplies and Products" and "Attachment - FAR 52.225-2 Buy American Certificate."

Evaluation Criteria
The Government will award a contract to the responsible offeror whose quote is most advantageous, considering Technical capability or quality (Factor 1) and Price (Factor 2). Technical capability is paramount; offers not meeting technical requirements will not be considered, regardless of price. The evaluation will use comparative analysis, and the total price for all options (including a potential 6-month extension under FAR 52.217-8) will be considered.
