Statement of Need

The Coatesville VA Medical Center requires the replacement of two (2) existing therapeutic patient bathing units within the Community Living Center (CLC).

This requirement includes:

• Purchase, delivery, and installation of two (2) new therapeutic patient bath units.

• Disconnection of plumbing and electricity for two (2) existing ARJO Freedom Bath II units.

• Installation must fit within a 90”x33”x41” (LxWxH) space.

• Units must accommodate patients weighing at least 353 lbs.

• Units must be safe and accessible for patients with lower body mobility issues, including compatibility with patient lifts (maxi move).

• Units must feature a control panel with digital display, scalding protection, temperature monitoring, and a shower wand with a temperature-regulated mixing valve.

• Units must have a side or roll-down door for wide access.

• Contoured base serving as a seat with hydromassage capabilities.

• Minimum 1-year warranty covering parts and service.

• Access for VAMC staff to internal hardware for maintenance.

• Installation must be completed within 1 day per unit, with no significant plumbing or construction requirements.

• Urgent patient removal capability by opening the door while in use.

• Separate availability of replacement parts for purchase.

• Removal and disposal of all trash and debris resulting from installation.

• Provision of a product demonstration and training for VAMC staff.

• Delivery of user and technical manuals.

• Tub must operate on 55 psi water pressure (or contractor must provide a pressure-reducing valve for 80 psi max).

• Maximum hydrostatic water pressure of 6 bars; minimum operating pressure of 1 bar.

• Minimum 1-year warranty.

• Installation at Coatesville VA Medical Center, Building 138, Rooms 127 and 227.

• Delivery Location: Coatesville VA Medical Center CLC – Warehouse Building 13, Black Horse Hill Road, Coatesville, PA 19320.

• Brand Name or Equal requirement, with Cascade Alcove Spa (model 361910-1A) by Penner Patient Care identified as acceptable. Equivalent alternatives must meet all salient characteristics.

• Contractor workers must sign in/out and possess a valid state driver’s license or state ID for facility access.

• Shipping in advance for inspection and database entry is permitted; installation scheduling is post-receipt.

• Plumbing/electrical disconnection and reconnection are required.

• Removal of existing tubs to another VA campus location as directed.

• Disposal of debris off VA property.

Sources Sought / Request For Information

This notice is a Sources Sought and Request for Information (RFI) for market research purposes only. The Department of Veterans Affairs, Coatesville VA Medical Center requires the replacement of two existing therapeutic patient bathing systems (ARJO bath units - Freedom Bath II). This includes disconnecting the old units and purchasing, delivering, and potentially installing two new units that meet the salient characteristics outlined in the draft Statement of Work (SOW). The new units must fit within the existing space without significant plumbing or construction modifications, as existing plumbing cannot be relocated.
