Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a direct replacement for the current EPD USA Inc. Domestic Water Treatment System at Parker Dam, California, to ensure the production of potable water meeting state and federal standards.

• Supply all required tanks, manifolds, valves, equipment, monitoring devices, controls, and an air-conditioned enclosure for a new domestic water treatment system.

• The system must be capable of producing 360,000 GPD with redundant dual-stage filter banks, each with 250 GPM output capacity.

• Furnish specific components including:

  • 8-13.5 sq. ft 100 PSI non-code steel filter vessels
  • Various 3-way and butterfly valves (bronze and motor-operated)
  • Manifolds (influent, effluent, waste) and couplings
  • Garnet media (180-50X and 180-60/80)
  • Aquatic Intelligence Control System Plus with turbidimeter panel (Hach TU5300sc)
  • Siemens Sitran Ultrasonic level probe
  • Pre-fabricated control enclosure with AC unit

• Provide twelve hours of construction supervision and initial system inspection/commissioning.

This notice is for informational and planning purposes only and does not constitute a Request for Quotations/Proposal (RFQ/RFP). The Bureau of Reclamation, Lower Colorado Region, is seeking capability statements from contractors to determine the appropriate procurement strategy for a direct replacement of their current EPD Domestic Water Treatment System. This system must produce Potable Water meeting California Surface Water Treatment Rule and Division of Drinking Water (DDW) standards.

• System Components: Requires the supply of new manufactured parts, materials, and equipment for a fully functioning Domestic Water Pressurized Treatment System. This includes:

  • Steel filter vessels
  • Bronze backwash valves
  • Influent, effluent, and waste manifolds
  • Backwash flow control and check valves
  • Motor-operated butterfly valves
  • Grooved couplings and butterfly valves

  • Solenoid valve assembly enclosures
  • Siemens Sitran Ultrasonic level probe
  • Pre-fabricated, insulated control enclosure with AC unit and circuit box.

• Contractor Training: Required to complete a one-hour Facility Hazardous Energy Control Program (F-HECP) class for work requiring hazardous energy lockout during commissioning. A Special Work Permit (SWP) will be issued by Parker Dam for any work done at the facility. A Job Hazard Analysis (JHA) must be submitted prior to arrival, created on-site, or reviewed and signed if existing JHA is adequate.

• Supervision and Training: Includes twelve hours of construction supervision, initial system inspection, commissioning, and eight hours of operator training.

• Warranty: Specific warranty periods are required for electronics (1 year), tanks (3 years), and backwash valves (2 years), in addition to standard manufacturer's warranties.
