Quick Summary
Brookhaven National Laboratory (BNL), on behalf of the U.S. Department of Energy and its Co-design Center for Quantum Advantage (C2QA), has issued a Combined Synopsis/Solicitation (RFQ) for a Dilution Refrigerator for Superconducting Quantum Circuits (DRSQ). This procurement is conducted under full and open competition with a NAICS code of 334516 (1,000 employee size standard). Quotes are due March 13, 2026, at 2:00 PM EST.
Scope of Work
This opportunity is for the procurement of a cryogen-free ("dry") DRSQ system, optimized for high-fidelity DC/RF measurements of superconducting circuits. The system must operate at temperatures as low as 10 millikelvin and enable the integration of multiple RF lines with cryogenic filtering and amplification, along with sufficient DC wiring for device control and near-quantum-limited readout. Contractor responsibilities include engineering, manufacturing, assembly, inspection, testing, delivery, installation, commissioning, and training.
Key Requirements
Offerors must provide a detailed description of the DRSQ design, including its cryostat, gas handling, sample space, magnetic shielding, cryogenic wiring (DC and RF up to 40 GHz), amplifiers, and control system. Proposals must demonstrate prior experience in designing, manufacturing, and testing comparable dry dilution refrigerators for superconducting quantum circuits, including up to ten past projects and key personnel qualifications. A plan for program management, manufacturing, installation, production facility details, and an effective Quality Assurance (QA) program (meeting ISO-9001 standards) are also required.
Contract Details
The contract will be Firm Fixed Price. Delivery of the equipment is expected by September 30, 2026, with site acceptance testing and commissioning to follow. A one-year warranty on parts and labor, including remote diagnosis support, is required. BNL is a tax-exempt entity, and payment terms are Net 10 for small businesses and Net 30 for large businesses.
Set-Aside & Eligibility
This is a full and open competition. While no specific set-aside is designated, small business subcontracting goals are provided as an example. Offerors with contracts exceeding $900,000 must submit a Small Business Subcontracting Plan. All offerors must be registered in the System for Award Management (SAM).
Submission & Evaluation
Quotes must be submitted via email by March 13, 2026, 2:00 PM EST, and must include the signed Quotation Pricing Sheet (Enclosure C). Questions are due by February 26, 2026. Award will be made to the responsive and responsible Offeror submitting the lowest total price who meets all BSA qualifiers and technical requirements.
Required Forms
Submissions must include: Draft Contract (A), AMS Form 050 Reps and Certs (B), AMS Form 043 Quotation Pricing Sheet (C), Vendor ACH Authorization Form (D), W-9 Form (Domestic Vendors) (E), W-8 Form (Foreign Vendors) (F), and Subcontracting Plan Waiver (G). Compliance with BNL's Supplier Quality Assurance Requirements (BNL-QA-101) is mandatory.
