Scope of Work
The contractor will be responsible for manufacturing the Stem, Valve in accordance with NAVSEA drawing 6405738, find number A24-1. Key requirements include:
- Material: QQ-N-281, Class A, Form 1, Condition Hot Finished.
- Testing & Certification: Non-Destructive Tests for weld repair/production weld, with certifications required. Welding/Brazing must adhere to specified Navy standards (S9074-AR-GIB-010A/278, 0900-LP-001-7000, S9074-AQ-GIB-010/248), with prior approval for procedures and qualification data.
- Inspection: Thread inspection per FED-STD-H28 series (minimum System 21), O-ring grooves and sealing surfaces per drawings or General Acceptance Criteria (CSD008).
- Configuration Control: Maintain equipment baseline, submit waivers/deviations for PCO approval, and Engineering Change Proposals (ECPs) for Class I/II changes.
- Quality System: Must comply with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025 (or MIL-STD-45662). Government Quality Assurance (GQA) at source is required.
- Traceability: Maintain full traceability from material to certification test reports (DI-MISC-81020), with unique traceability markings on materials.
- Certificates of Compliance: Required for Special Emphasis Material, including specific details and electronic signature requirements.
- Mercury Free: Hardware and supplies must be mercury-free.

Submission & Quality Assurance
Certification data, including test results and Certificates of Compliance, must be submitted to Portsmouth Naval Shipyard via Wide Area Work Flow (WAWF) for review and acceptance prior to each shipment. Specific WAWF codes are provided (Ship to N50286, Inspect by N39040, Accept by N39040) with an email notification address. No material is to be shipped without acceptance.
