Scope of Work

This requirement covers the comprehensive repair and modification of VALVE,SOLENOID units. Key aspects include:

• Teardown & Evaluation (TD&E): Vendors must complete a TD&E within 90 days of receiving the carcass(es) and submit a Firm-Fixed Price (FFP) quote for the full repair effort.
• Repair Pricing: Initial quotes should provide an estimated repair price for the full effort, including costs for material in unwhole condition, missing hardware, damage, and CAV reporting. The cost of new (actual or estimated) must also be included for evaluation.
• Repair Turn Around Time (RTAT): The requested RTAT is 119 days. Price reductions will be incurred for failure to meet this RTAT.
• Material Requirements: Repaired items must be mercury-free for use on submarines/surface ships. Marking must comply with MIL-STD-130, and packaging with MIL-STD 2073.
• Quality Assurance: The contractor is responsible for all inspection and testing requirements as specified in the original manufacturer's specifications and drawings.

Key Requirements & Submission

• Authorized Distributors: Only authorized distributors of the Original Equipment Manufacturer (OEM) will be considered. Proof of authorization on company letterhead, signed by a responsible official, must be submitted with the offer.
• Non-OEM Offerors: If the offeror is not the OEM, the OEM's name and CAGE must be stated, and a signed letter of authorization as a distributor provided.
• Packaging Location: If packaging occurs at a different location than the offeror's address, the facility's name, street address, and CAGE must be provided.
• Exceptions: Quotes must specify any exceptions, including but not limited to MIL-STD Packaging, MIL-STD Labeling, Inspection & Acceptance locations, and surplus material.
