Quick Summary
The Department of the Navy / NAVSUP Weapon Systems Support has issued a Presolicitation for the repair of 66 CLINs used on various LRC systems (HW0, HW3, HW7, WR6, WVK). This opportunity is designated as an 8(a) Sole Source (FAR 19.8), with Hamilton (Windsor Locks, CT) currently identified as the only known source with full repair capabilities. However, all responsible sources, particularly 8(a) firms, are encouraged to submit capability statements for consideration. Responses are due by April 8, 2026.
Scope of Work
This presolicitation covers repair services for 66 Contract Line Item Numbers (CLINs) associated with critical LRC systems, including:
- HW0: Miscellaneous Atmosphere Control/Compressed Air
- HW3: Oxygen Generating Plant
- HW7: Advanced Integrated Low Pressure Electrolyzer (AILPE) and Integrated Low Pressure Electrolyzer (ILPE)
- WR6: AERP
- WVK: LI/SS ECG Systems
These items are flight-critical, and the technical data required for full and open competition is not available from the Government. Government source approval is mandatory prior to contract award.

Submission Requirements & Source Approval
While Hamilton is the sole known source, other responsible sources may submit capability statements, proposals, or quotations. For non-approved sources, submission must include information detailed in the U.S. Navy Aviation Supply Office Source Approval Information Brochure (available at https://www.navsup.navy.mil/NAVSUP-Enterprise/NAVSUP-Weapon-Systems-Support/Business-Opps/). Failure to provide all required data will result in offers not being considered. If a source approval request is pending, a copy of the cover letter should be submitted. The time required for new source approval is significant, and award may proceed based on Fleet support needs if approval cannot be processed in time.
