Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a five (5) year service contract for Remedial Maintenance (RM) and Software Support for twenty-two (22) 4D InSpec machines.

• Provide unlimited call center technical and software support (up to 40 hours/quarter, Mon-Fri, 0800-1700) with a maximum 48-hour response time.

• Ship an equivalent loaner system within two (2) business days upon system failure.

• Repair failed units, recalibrate them, and ship them back to Tinker Air Force Base.

• Provide factory-certified replacement parts at no additional cost for covered repairs.

• Include standard new software version updates with remote installation and training.

• Provide in-person, on-base training on new software features (three visits per year).

• Include engineer labor and travel costs for covered maintenance and training.

• In the Base Year, provide upgrades to replace specific parts and plastic housing with metal housing.

• Acceptance testing will be performed by the Government SME to ensure equipment meets OEM specifications.

• Acceptance testing includes calibration and basic part measurement verification.

• Loaner systems must be returned within two (2) business days of successful acceptance testing of repaired equipment.

• Service reports are required upon completion of maintenance.

• Five (5) year service contract (one Base Year with four Option Years).

• Services are for 4D InSpec machines located at Tinker Air Force Base, Oklahoma City-Air Logistics Complex (OC-ALC).

• Contractor personnel must be trained and certified to repair 4D Technology equipment.

• Compliance with all applicable federal, state, and local laws, regulations, and instructions regarding environmental protection and occupational safety and health.

• Specific procedures for handling Hazardous Materials (HAZMAT), waste disposal, and spill reporting.

• Contractor must provide a Contract Manager (CM) and alternates.

• Environmental certifications for cleaned, drained, and purged equipment are required prior to return.

• Compliance with security and OPSEC briefings is mandatory for personnel working on base.

• No photography or videography is allowed on Tinker Air Force Base.

• Government Furnished Property (GFP) must be secured and used only for this contract.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for a 4D INSPECTION MACHINE. The Air Force Sustainment Center intends to award a Firm Fixed Price (FFP) contract. This announcement constitutes the only solicitation, and quotes are being requested.

• The core requirement is for 4D INSPECTION MACHINE SUPPORT SERVICE.

• Services include unlimited call center technical and software support (up to 40 hours/quarter, M-F, 0800-1700, 48-hour response time).

• Upon system failure, an equivalent loaner system must be shipped within two (2) business days.

• Failed units will be repaired, recalibrated, and returned to OEM specifications.

• Acceptance testing will be performed by the Government SME.

• Factory-certified replacement parts are required at no additional cost and must be warrantied as new.

• Standard new software version updates and remote installation/training for new features are included.

• Three (3) visits per year for in-person training on new software features are required.

• Engineer labor and travel costs for in-person maintenance and training are included.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: Base Year (01 SEP 2026 - 31 AUG 2027) plus four (4) Option Years (01 SEP 2027 - 31 AUG 2031).

• Estimated Contract Start Date: 01 SEP 2026.

• Total contract duration, including options, shall not exceed 60 months.

• Quotes are due by 15 JUN 2026, 12:00 PM (Noon) Daylight Savings Time.

• Quotes must be submitted via email to Bridgette Miles or Tran Walsh.

• All quotes must be good for at least 90 days.

• Evaluation will be based on conformance to solicitation requirements, including terms, conditions, representations, and certifications.

• Award will be made to the responsible Offeror whose quote is most advantageous to the Government.

• Evaluation criteria include quote completeness, price reasonableness, and terms/conditions review.

• The Government may also review SAM, CPARS, and FAPIIS for contractor performance and integrity.

• This acquisition is Sole Source.

• NAICS Code: 811210 (size standard $34M).

• The Non-Manufacturing Rule does not apply.

• Offerors must be registered in the System for Award Management (SAM) prior to quoting.

• Items shipped will be FOB Destination.

• Payment terms are Net 30.

• Invoices must be submitted in Wide Area Workflow (WAWF).

• Standard commercial warranties apply.
