Submission Requirements

Offerors must submit quotes via email to matthew.wonch@dla.mil by June 5, 2026, at 1:00 p.m. EST. Key submission components include:

  • Attachment 3 Technical Certification Form (Amendment 1): Must be completed, signed, and returned for each proposed CLIN, detailing make, model, specifications, delivery lead time, and country of origin for both the forklift and its batteries.
  • Detailed Technical Specifications: Manufacturer's cut sheets to verify salient characteristics.
  • Acknowledgement of Amendments: If applicable.
  • Attachment 2 Price Schedule: Completed with proposed pricing for all CLINs across all periods.
  • Country of Origin: Clearly state the place of manufacture/country of origin for the equipment and its batteries.

Late, partial, or incomplete quotes will not be accepted.

Evaluation Criteria

Award will be made on a Lowest-Price Technically Acceptable (LPTA) basis. Proposals will undergo a pass/fail evaluation to ensure all technical submittals meet or exceed salient characteristics and solicitation requirements. A critical aspect of technical acceptability is compliance with battery origin restrictions:

  • Equipment with batteries manufactured by any firm on the 1260H list will be excluded.
  • Equipment with batteries manufactured by companies subject to the Decoupling from Foreign Adversarial Battery Dependance Act (e.g., CATL, BYD, Envision Energy, EVE Energy, Gotion High Tech, Hithium Energy Storage Technology, effective Oct 2027) will also be excluded, unless commercial availability of replacement batteries from non-prohibited companies is demonstrated.

Special Considerations

Offerors are advised to frequently check www.sam.gov for any modifications to the solicitation.
