This Request for Proposals (RFP) PR15979363 solicits proposals for decorating the U.S. Embassy Albania's Fourth of July event on June 17, 2026. The event, themed 'America’s Neighborhood Party,' will be held at the Pallati i Kongreseve and is expected to host 800-1,000 guests. The U.S. Government intends to award a Purchase Order to the responsible company submitting the technically acceptable offer at the lowest price.

Offerors must provide decorations that align with the "America's Neighborhood Party" theme and celebrate the U.S. 250th anniversary. This includes:

• Outdoor Decorations: Uplighting for the building exterior and flags, artificial turf runners, American-style mailboxes, planted decorations, a lemonade stand, rocking chairs, a facade structure, and picnic tables.
• Interior Decorations: Balcony draping, themed table linens (gingham, tartan), floral arrangements, a red carpet runner, and decorations for fountain boxes and the stage area.
• Bar Area: Champagne walls/hedges, a wooden-style bar with faux hedges, and low cocktail tables with chairs and coordinating linens.
• Interior Lighting & Projections: Colorwashing of walls and columns, and star projections above the stage.
• Donor Reception Room Decorations: Garden archway, picket fencing, porch seating, topiaries, and a backdrop for the podium. Specific requirements for camouflage of wood paneling are also noted.

Set-up is scheduled for June 16, and take-down must be completed by June 18, 2026.

• The contract type is a Purchase Order.

• The estimated budget for this service should not exceed $60,000.

• Proposals are due by May 22, 2026, at 10:00 a.m. local time.

• Proposals must be submitted electronically in Adobe Acrobat (pdf) format to TiranaBids@State.gov. File size must not exceed 70MB per email; larger submissions require multiple emails (under 30MB each) or hard copy submission.

• Required submission documents include:

  • Completed SF-1449 (Blocks 12, 17, 23, 24, & 30)
  • Section 1, Pricing
  • Section 5, Representations and Certifications
  • Company profile, experience, renderings, timeline, itemized cost sheet, and experience with the venue.

• The Government intends to award based on initial proposals without discussions, prioritizing the lowest priced, technically acceptable offer.

• Offerors must be registered in the System for Award Management (SAM) prior to proposal submission.

• Offerors must demonstrate operation of an established business with a permanent address and telephone listing in Albania.

• A site visit is scheduled for May 11, 2026, at 14:00 local time at the Pallati i Kongreseve. Vendors are strongly encouraged to attend. Contact Saimira Haxhi at haxhis@state.gov by May 11, 2026, 10:00 for attendance arrangements.

• Interior Options: Two options are presented for the interior stage area, including red carpet, LED screens, and lighting effects (stars projected on walls). Color washes of red and blue are proposed for different floor levels.
• VIP Garden Lounge: An intimate area with comfortable patio sections, American pillows, trellises, flowers, ferns, and topiaries, with white wash uplighting.
• Tablescapes: Suggestions for casual chic table drapes using gingham or tartan patterns.
• Food & Enhancements: Inspiration for Americana-themed ice cream cups, iced buckets of Coca-Cola, gingham napkins, koozies, and glasses.
• Hand Fan Options: Various patriotic-themed hand fans are presented.
