The evaluation factors are past performance and price, with past performance rated higher than price. The Government intends to award to the responsible bidder whose offer is most advantageous. All potential bidders must be registered in SAM.gov and have completed the annual Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Failure to complete these registrations may result in elimination from consideration. Bidders should include their DUNS number.

This solicitation includes FAR clauses 52.212-1 (Instructions to Bidders), 52.212-4 (Commercial Items), and 52.211-16 (Variation in Quantity at 10 percent).
