Submission & Evaluation

Submissions should include the solicitation number, proposed delivery schedule, discount/payment terms, warranty duration, TIN, and be signed by an authorized representative. Offerors are encouraged to use Standard Form 1449.
Evaluation factors, in descending order of importance, are:
- Technical Acceptability: Reviewed on a "Meets/Does Not Meet" basis. Offerors rated "Does Not Meet" will not be considered.
- Maintenance and Repair Build-up: Details on labor rates and common repair costs (per Attachment 1a).
- Price
Technical Acceptability and Maintenance and Repair Build-up, when combined, are approximately equal to cost or price. The award will be made to the offeror whose quotation represents the best value to the Government.
