• Offer Due Date: February 19, 2026, at 1:00 PM local time.

• The solicitation number is 70Z08426QPR260000009.

• The method of solicitation is a Request for Proposal (RFP).

• This acquisition is set aside for Small Business.

• Training Dates: March 2, 2026 - March 6, 2026.

• FAR clauses 52.212-1, 52.212-4, and 52.212-5 are incorporated by reference and attached.

Statement of Work (SOW)

To provide a five-day Pistol/Rifle Course for Advanced Tactical Operators (ATOs) to enhance weapons handling proficiency, marksmanship, and tactical positioning skills, supporting Close Quarters Combat (CQC) operations and increasing mission readiness for Short Notice Maritime Response.

• Provide a 5-Day Pistol/Rifle Course at the vendor's facility.

• Offer access to 25 operational range facilities supporting 9mm and 5.56mm live-fire training (day and night).

• Provide access to a DoD-compliant arms and ammunition storage facility (armory).

• Ensure a sufficient number of qualified instructors to execute the curriculum.

• Maintain range facilities that are operational, safe, and suitable for advanced tactical training.

• Ensure the armory and ammunition storage meet all federal, state, and local security and safety requirements.

• Provide instructors with appropriate qualifications, certifications, and documented experience.

• The Government will provide its own weapons and ammunition.

• The vendor must not provide weapons or ammunition.

• The vendor is not responsible for maintenance, repair, or replacement of Government-issued weapons or ammunition.

March 2, 2026, through March 6, 2026 (five consecutive business days).

Vendor's training facility and range facilities.

• Instructor Requirements: Sufficient instructors, appropriate instructor-to-student ratio, relevant qualifications/certifications, and prior live-fire experience with 9mm and 5.56mm systems.

• Arrival Phase: Prepare curriculum and ranges, ensure 25 ranges configured for 9mm/5.56mm live-fire, confirm night-fire capability, provide schedule, directions for storage, and conduct safety brief.

• Training Phase: Conduct training per schedule, including live-fire with 9mm/5.56mm systems (day/night), ensure compliance with safety standards, provide targets/materials, and secure DoD-compliant armory access.

• Project Closure: Ensure objectives met, provide completion documentation (if applicable), and return facilities to normal conditions.

• Provision of 25 operational range facilities for day/night 9mm/5.56mm live-fire.

• Availability of DoD-compliant armory and ammunition storage.

• Sufficient qualified instructors.

• Completion of all scheduled live-fire evolutions.

• Adherence to all safety requirements.

• Full delivery of curriculum per schedule.

• Verification of training objectives by Direct Action Seven leadership.

• Submission of an After-Action Report (AAR).
