• No questions will be accepted.

• Responses (quotes) must be submitted via email to justin.w.kanter.civ@us.navy.mil.

• Quotes must be held firm for thirty (30) days.

• Quotes must include: Solicitation Number, Name and Address of Quoter, Cage Code, Point of Contact information, and quote validity of 30 days.

• Failure to quote all part numbers or add additional items will result in ineligibility for award.

• Award will be made to Bell Techlogix, Inc. if their quote is most advantageous under the selection criteria.

• This is a Sole Source acquisition to Bell Techlogix, Inc.

• The document incorporates provisions and clauses in effect through FAC 2025-06 and DFARS Change Notice 20251110.

• Contractors are responsible for being familiar with applicable clauses and provisions, accessible at www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm.

Justification for Sole Source

This document justifies a sole source acquisition for Adobe Acrobat Pro Teams MLP Named Renewal User Licenses for the United States Naval Academy (USNA). The acquisition is necessary because existing installations are at the end of their life cycle and no longer supported. The software is critical for various USNA organizations, including Navy JAG, Human Resources, the Academic Provost, and the Commandant of Midshipmen.

• Specific features required include editing text and images, text recognition, redacting text and images, combining multiple PDF files, and splitting existing PDF files.

This is a sole source justification, not a solicitation for proposals. Competition is precluded.

This acquisition is restricted to Adobe Inc. through the Maryland Educational Enterprise Consortium (MEEC) agreement. Bell Techlogix, Inc. is the sole authorized reseller to MEEC members. USNA has established workflows that require the Adobe Professional solution, and shifting would result in significant additional costs and man-hours.

• The required features are not offered in any other solutions available to the Naval Academy.
• This effort replaces unsupported, end-of-life Adobe Professional installations.
