Purpose of Sources Sought

Scope of Requirement
The requirement is for 20 to 45 units of 500-gallon water trailers designed for potable water transport. The trailers must meet specific Department of the Army standards. Key specifications include:
- Tank: 500-gallon oval, straight barrel, constructed from 10-gauge Type 304L stainless steel, double-walled, insulated, and NSF/ANSI 61 certified for drinking water. Interior welding must be smooth, full stitch, with no visible seams.
- Trailer Chassis: 7,000-pound GVWR tandem axle trailer with a heavy-duty steel channel frame, carbon steel diamond plate decking, and a 5" x 3" x 1/8" carbon steel rear bumper.
- Axles & Brakes: Two 3,500 lb axles with hydraulic brakes (free backing in reverse) and hydraulic surge brakes with emergency break-away.
- Hitch: Surge brake coupler with a 3-inch lunette eye, adjustable to 35 and 21 inches height.
- Electrical & Lighting: Dual voltage (12 and 24 Volts) DOT-compliant lighting, wired with a NATO electrical plug and a 4-pin harness.
- Plumbing: Includes a front manifold with a 1-1/2" outlet, bronze lockable ball valve, multiple self-closing plain end barrel faucets, and a rear 2-inch butterfly valve with a bronze Camlock adapter.
- Finish & Markings: OD Green (no gloss) paint for the trailer and wheels, with the stainless-steel tank matching. Markings include "POTABLE WATER ONLY" and "500 GALLONS" stenciled on the tank.
