Quick Summary
The Department of Veterans Affairs (VA) is preparing a Firm Fixed Price Construction solicitation for the Upgrade of PACS System (Physical CCTV Monitoring and Surveillance System and Physical Access Control System) at multiple VA facilities in Decatur, Carrollton, and Atlanta, Georgia. This acquisition is a 100% Set Aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with an estimated magnitude between $5,000,000 and $10,000,000. The official solicitation (36C24726R0096) is expected to be posted on SAM.gov on or about May 8, 2026. This is a presolicitation notice; formal proposals should not be submitted at this time.
Scope of Work
The project entails a complete upgrade of the existing Physical CCTV Monitoring and Surveillance System, including approximately 500 CCTV cameras, DVRs, monitors, software, and low-voltage wiring. The current CCTV system operates at less than 50% capacity. Additionally, a new Physical Access Control System (PACS) infrastructure will be installed, comprising circuitry, over 500 card-readers and code-input devices, and a central command unit. These PACS devices will be strategically placed in security-compromised areas such as medication storage rooms, pharmacy dispensing areas, the VA Police Control Center (including the SCIF room), and selected offices. The scope also includes surveying facilities to verify VA physical security requirements, reviewing design documents for "508-19-109 Implement PACS," inventorying existing PACS equipment, and providing new construction bid documents.
