Statement of Work (SOW)

To drain, clean, and dispose of contents from three ballast tanks aboard the USCGC BEAR to prepare for an upcoming tank inspection for the vessel's Dry Dock project.

• Drain and clean three specific ballast tanks (4-242-0-W, 4-228-1-W, and 4-228-2-W), which contain approximately 300 gallons each of seawater and/or gray water.

• Provide a Marine Chemist to gas-free the tanks.

• Provide hardware and gaskets for tank covers.

• Provide an air compressor and tanks for storing/disposal of fluids.

• Remove all fluids and residues in accordance with applicable regulations.

• Plug all inlet and outlet piping with lanyards and maintain a plug accountability log.

• Clean interior surfaces to remove foreign materials, sediment, sludge, and fungal growth.

• Remove persistent residues without damaging the tank coating system.

• Continuously remove cleaning media and residues during washing.

• Wipe up residual moisture with clean, lint-free cloths.

• Collect, contain, and dispose of all wash media, residues, and cleaning materials per regulations.

• Ensure compartments remain open for at least 24 hours after KO-authorized repairs and preservation.

• Notify the COR 24 hours prior to closing compartments.

• Close manhole covers with new gasket material conforming to ASTM D1330 after Coast Guard Inspector approval.

• Period of Performance: March 23-28, 2026

• Place of Performance: CGC BEAR, 4000 Coast Guard Blvd, Portsmouth, VA 23703-2135

• Compliance with Federal, state, and local regulations for fluid and residue disposal.

• Use of new gasket material conforming to ASTM D1330 for closing manhole covers.

• Coordination with the Contracting Officer Technical Representative (COR).
